Issues with on-site pressure testing of imported valves

Generally, valves are subjected to a pressure test before leaving the factory, and another pressure test is carried out before they are installed on site. But why don’t imported valves need to undergo another pressure test on site? Is there any evidence for this?
Actually, I also think that testing is necessary regardless of whether the valves are imported or not. But sometimes people casually say that imported valves don’t need to be tested, which makes me doubt it myself
To save costs (on labor, materials, shipping, etc.), many imported valves are manufactured under contract by domestic valve manufacturers. As for the requirements regarding their manufacturing processes and quality, it can be likened to Foxconn producing smartphones for Apple. It’s something worth reflecting on: why do we behave in this way
Due to the blind admiration of Chinese people for imported products. It may be true that some imported goods are of higher quality, but it is unreasonable to lack proper management and necessary inspection procedures just because they are imported.
It depends on where it will be used. For example, electric control valves used in instruments do not require pressure testing, while those used in process pipelines do. However, SH3501 specifies that if there is no suitable environment for pressure testing on-site, the testing can be carried out at the factory under supervision as a substitute for on-site testing
Imported valves also need to be inspected upon arrival at the factory; or their sealing performance and any external leaks are checked while the system is under pressure with water flowing through it, to ensure airtightness
