Pressure pipes and fittings are required to have TS marked on their certificates after 2014

For pressure pipelines and fittings, it has been required since 2014 to indicate TS (in the upper right corner) on the certificate of conformity. What is this document, and who provides it?
The number should be present not only on the certificate but also on the fittings
Was there a document in 2014 that required this to be done?
It seems to be a requirement added in the revised regulations for the inspection of pressure pipelines, with control starting from the materials themselves

Can it be concluded that a certificate is invalid if it lacks the TS mark?
