Can a safety valve replace an explosion-proof plate?

Dear experts, may I ask whether an explosion-proof plate, which is one of the safety accessories in pressure vessels, can be replaced by a safety valve? Are there any relevant design requirements or guidelines?
Personally, I think it shouldn’t be possible; the levels should be different, right?
Although they are both safety pressure relief accessories, they are used in different scenarios! It mainly depends on your medium and its sensitivity to pressure!

Burst disc: 2.1. Suitable for situations where pressure increases rapidly. 2.2. Used in series to protect the performance of the safety valve. 2.3. Cannot be used alone when dealing with highly toxic, extremely hazardous, or explosive media, as well as liquefied petroleum gas. By understanding the different application ranges of these two devices, it is possible to determine whether they can be used interchangeably
