GB/T20801.1—2025 Issues related to impact testing of low-temperature steels

In “Table 6 Minimum service temperatures and impact testing for steel (except austenitic stainless steels)” in GB/T20801.1—2025, the option “exemption from impact testing” now includes “complete exemption”; however, the subsequent “requirements for impact testing” state that “when the design temperature is lower than or equal to -20°C, an impact test at that design temperature must be conducted on the material, welds, and heat-affected zone.” Since an impact test is not required earlier on, yet it is required later on, there is a contradiction without any explanation. The exemption from the low-temperature shock test is conditional on meeting the low-temperature and low-stress or low-temperature stress-reduction conditions.
You are probably referring to the last entry for low-temperature steel in Table 6 (the case at -104 degrees). My question concerns the first entry for low-temperature steel (as per Table B.1, where all requirements are waived); this entry does not have any requirements related to low temperature and low stress.
