Is an 8-character blind plate necessary?

Usually, an 8-shaped blind flange is seen to be used together with a shut-off valve. The 8-shaped blind flange serves both to allow flow and to block it, but these two functions can be achieved by using just the shut-off valve. Does it seem like the 8-character blind plate is unnecessary?
Of course it’s necessary; what would you do if your valve leaked? After the normal shutdown process, a blind flange must be installed to ensure isolation from the system
Cut-off valves must be installed before and after the 8-character blind plate; otherwise it won’t work
It seems necessary, especially for hazardous materials that require complete sealing
Be careful to protect the blind-end sealing surface; it might rust if not used regularly :)
It’s not unnecessary at all; isolation is needed during maintenance, and that’s where the 8-shaped blind flange comes in handy
