Cost of continuous head connection operation

I have a project related to the relocation of pipelines; the highway is being widened and this comes into conflict with existing long-distance pipelines. The pipeline operators require that the pipelines be connected without shutting off the flow of gas, and they have demanded a fee of 50 million yuan. The diameter of the pipelines is DN1000, with a design pressure of 7.0 MPa. The length of the section to be reconfigured is substantial; a 4-seal and 4-block method must be used to connect it without interrupting the air supply. I think 50 million is a bit high as a cost. Do any of you have experience with projects of similar diameter and pressure that I could use as a reference?
I have done low-pressure work before, using φ630 pipes; I forgot the cost.
It seems that costs are a minor issue; construction experience and measures in this area are what truly hold value
The cost is indeed a bit high, but the risks and responsibilities involved cannot be underestimated. The administrative permits involved are very complicated~
