Problems with flange mechanical performance testing

We have a purchase plan for flanges made of HC-276 material. The customer requested that the flange material and mechanical properties be inspected. However, the supplier's flanges are made of steel rods. The supplier responded that the mechanical properties are guaranteed to be qualified when used longitudinally (2 in the picture below), but the mechanical properties are not guaranteed to be qualified when used horizontally (1 in the picture below). Is this the case? When testing mechanical properties it will definitely be transverse.
The test has been completed. After the steel rod is cut, it will be solution treated and the processed flange will meet the requirements.
