Must the materials for pipes and flanges be the same?

Dear experts, I need help. For steam, 20# carbon steel pipes are used, while for condensate water, 304 stainless steel pipes are used; welded flanges are required. Does the material of the flanges need to be the same as that of the pipes?

The flange should also be made of 304 material, just like the pipe; otherwise, it makes no sense to use 304 for the pipe.
