What does it mean for a safety valve to be disconnected? Take it apart? Remove a certain component?

Disconnecting a safety valve means removing it from the safety interlock system for maintenance; generally, the safety valves in large chemical plants are connected to the process interlocks. De-connection means removing it from the system
The safety valve is disconnected from the system and is no longer related to it. It can be simply understood as being removed or having its interlock function disabled.

It means the device is taken out of service; the name comes from the operation of circuit breakers – closing or opening them – in order to prevent the safety valve from performing its function of safe pressure release. For example, if a blind flange or valve is blocking the flow, other methods must be used to deal with the overpressure. It is generally used in situations where an excess pressure is explicitly required, such as pipeline and equipment pressure testing. It is a process condition, unrelated to the status of the safety valve itself.
