Why is the hydrochloric acid concentration low in the chlorinated paraffins process?

During the production of chlorinated paraffins, the concentration of hydrochloric acid generated as a by-product is around 28. What’s the reason for this? It generally can reach around 31. Who knows? Please let me know how to adjust it Thank you.
By adjusting the water absorption amount in the falling film tower, the concentration can be controlled. I don’t understand why your concentration can’t be adjusted.
