Balance problem of the anode inlet main pipe and outlet main pipe in the electrolyzer

There is a balance pipe behind the electrolyzer at the inlet main pipe and the outlet main pipe of the anode. Could someone please explain in detail what the purpose of this balance pipe is? Recently, it was found that there was poor liquid flow at the anode outlet behind the groove, and the potential difference fluctuated. By lifting the balance tube located behind it, the potential difference stopped fluctuating.
That one behind the groove must be the exhaust pipe; it’s used to release the gas from the brine pipeline when the vehicle is first started
