Are cast iron pipes generally purchased directly according to the specifications provided by the design institute? Is it still necessary for the manufacturer to come to the site for actual measurements? Thank you!

Purchases were made according to the specifications provided by the design institute, but many of the items did not match the actual dimensions on site; the design institute indicated that the manufacturer needed to conduct additional measurements on site.
I’ve been doing this for almost 20 years, and this is the first time I’ve heard about it. We have always been able to produce according to the drawings provided by the design institute
