Is it better for a filtration pump to be semi-open or fully open?

As the title suggests, some people say it needs to be turned all the way on. Is that true? How much is the difference in efficiency?
Is there backflow at the outlet of your pump? If there is backflow, it should be returned through the pump outlet to control the pressure at the pump outlet; it should not be controlled directly through the pump outlet valve, as this is not good for the pump itself
