Recently, the Yunnan Provincial Department of Industry and Information Technology issued the \"Implementation Plan for Promoting the Efficient and High-Value Utilization of Phosphorus Resources in Yunnan to Facilitate the Transformation and Upgrading of the Phosphorus Industry.\" According to this plan, the output value of Yunnan’s phosphorus chemicals industry is expected to exceed 100 billion yuan by 2027, and 120 billion yuan by 2030. Yunnan Province leads the country in terms of the scale of its phosphorus industry; the production volume of phosphate rock and phosphorus chemicals ranks among the highest in the nation. A number of specialized phosphorus chemical industrial parks have been established, such as the Anning Industrial Park, Jinning Industrial Park, and Haikou Industrial Park. Leading enterprises in the phosphorus chemical sector, represented by Yuntianhua and Yunnan Xiangfeng, have also been developed in this region. However, the phosphorus industry also faces issues such as a low level of comprehensive utilization of phosphorus ores, weak capacity for sustainable resource supply, significant pressure to achieve green development, and insufficient development of phosphorus chemicals with high added value. To this end, Yunnan Province will pursue integrated development by leveraging its advantages in minerals, energy, production capacity, and industrial infrastructure, in order to further enhance the sustainable availability of phosphate rock resources, the efficient utilization of associated resources found in phosphate rocks, as well as the productivity of products such as yellow phosphorus ; It is necessary to ensure a stable supply and prices of phosphate fertilizers; by leveraging technological innovation, it is possible to address the shortcomings in the development of phosphorus-based chemicals. This will help to significantly enhance the supply capacity of high-value-added phosphorus chemicals such as high-purity phosphorus chemicals, functional phosphorus chemicals, materials for phosphorus-based new energy batteries, phosphorus-fluorine-based new materials, and new types of efficient phosphate fertilizers. The Implementation Plan states that by 2027, a modern phosphorus chemical industry framework will have been initially established. The output value of the phosphorus chemical industry in the entire province exceeded 100 billion yuan, with the annual comprehensive utilization rate of phosphogypsum reaching over 80% ; There are over 5 specialized and innovative \"little giant\" enterprises in the phosphate chemicals sector, more than 35 such specialized and innovative small and medium-sized enterprises, and over 120 industrial enterprises of a certain scale. One first-class phosphate chemicals enterprise with industrial leadership and global competitiveness is being cultivated. By 2030, the output value of the phosphorus chemical industry in the province is expected to exceed 120 billion yuan ; There are over 8 “little giants” enterprises specializing in niche areas within the phosphate chemical industry; over 45 small and medium-sized enterprises that excel in their respective fields; and over 150 industrial enterprises above a certain scale. This has led to the formation of more than 5 phosphate chemical industry clusters. The Implementation Plan outlines three development directions, specifying that the focus of future encouragement and support for Yunnan Province’s phosphorus industry will be on the high-value-added fine phosphorus chemical industry. First, it helps to strengthen and expand the new energy battery industry. In response to the needs of the new energy battery industry chain, the \"advantageous resources + leading enterprises\" model is employed to achieve integrated vertical integration of the \"phosphorus ore – phosphoric acid – ferric phosphate – lithium iron phosphate (sodium)\" industry chain, thereby facilitating the steady and orderly development of products such as cathode materials and electrolytes for new energy batteries. Second, vigorously expand the industrial chain of high-value-added phosphorus chemicals. Develop a high-value product portfolio based on yellow phosphorus as a raw material, including high-purity chemicals and phosphorus-based functional materials. Accelerate the development and promotion of wet phosphoric acid purification technologies, and implement hierarchical utilization of the purified acid and the raffinate acid. Promote the expansion of the phosphorus chemicals industry chain into areas such as electronic chemicals and functional fine chemicals. Third, increase the recycling and utilization of fluorine and silicon resources co-produced (associated) with phosphate ores. Further develop technologies for the recovery of resources associated with phosphate mines, accelerate the use of the fluosilicic acid method to produce anhydrous hydrogen fluoride alongside wet-process phosphoric acid, and expand the development of new fluorine-containing materials such as fluoropolymers, electronic chemicals, fine chemicals, and intermediates for pharmaceuticals and pesticides. The Implementation Plan outlines 7 key tasks, systematically outlining the development path from aspects such as technological innovation, resource supply, structural adjustment, platform construction, green and safety standards, and cluster development. The Implementation Plan specifies that, apart from relocations and upgrades that meet the relevant regulations, no new production capacity for yellow phosphorus, ammonium phosphate, or calcium hydrogen phosphate shall be established, in order to ensure the achievement of the goal of reducing phosphogypsum generation at its source. Based on resource endowments, further establish phosphorus industry chemical parks, encourage enterprises producing yellow phosphorus, ammonium phosphate, etc. outside these parks to relocate and gather within them, and promote the coordinated development of downstream value-added products. Recently, the largest single phosphate deposit in Asia was discovered in Zhenxiong, and Yunnan is advancing the development of the phosphate-based new materials industry cluster there with high standards. Focusing on areas such as new energy battery materials, phosphorus and fluorine chemical industries, electronic chemicals, new types of fertilizers, and resource recycling, a modern phosphorus chemical industry system featuring “mining and beneficiation – deep processing – new materials” will be planned and established to high standards. Accelerate the construction of infrastructure and supporting public facilities in the Zhenxiong Chemical Industry Park. Promptly complete and bring into operation the 5-million-ton-per-year mining project for the Wanchang phosphate mine (Phase I), so as to enable the simultaneous commissioning of the Zhenxiong phosphorus-based new materials project. The Implementation Plan outlines 5 safeguard measures, which focus on enhancing industrial development and providing support services from five aspects: working mechanisms, resource availability, financial support, talent availability, and the industrial ecosystem, thereby ensuring the successful achievement of the set goals.
