Is there a cofferdam installed around the entire site of the sulfuric acid plant?

The environmental inspection revealed that there was no bund around the sulfuric acid plant area, posing a risk that in the event of an accident, leaked materials and fire-fighting wastewater could spread outside the plant area； At our plant’s dry absorption site, there are measures in place for leak prevention and recovery; the liquid sulfur tanks and sulfuric acid tanks are enclosed by dikes. It’s unclear why dikes need to be added in other areas – does anyone else use such dikes?
In my opinion, since the installation area is not a tank area, it is not necessary to install cofferdams; an isolation ditch can be used instead
