Experience and standards for selecting welding materials

Dear seniors, I previously reviewed the NB/T47015 standard on welding procedures for pressure vessels. Regarding the welding of different steel types, such as 20# steel and 304 steel, it is recommended to use E309 welding wire. So there are a few questions: ① If 20# steel and 304 steel can be welded together, can 304 welding wire be used? Can carbon steel welding wire be used? ②Are there any standard specifications for selecting the appropriate welding materials and providing explanations for them? Since I have just started working and lack both experience and knowledge, I hope that the more experienced colleagues can help me by providing guidance from the perspectives of practical experience and technical standards.
