Why, when designing emergency lighting in distribution rooms at different design firms, do some firms equip only some of the fixtures with emergency lighting, while others design all the fixtures to have emergency lighting? Are there regulatory requirements stating that the lighting in distribution rooms must be emergency lighting? It seems that such a design would increase investment costs, and it also doesn’t seem necessary, after all, there is little time spent on operation, maintenance, and inspections in the workshop’s power distribution room.
The regulatory requirement is that the illuminance in evacuation routes must be no less than 0.5 lx, while the emergency lighting used for continued work must be at least 10% of the normal lighting illuminance. It is sufficient to meet the illumination requirements; there is no need for all lighting fixtures to have emergency lighting, as that would be wasteful

Lighting design specifications for the power distribution room: 1. In addition to normal lighting, emergency lighting must be provided; 2. The lighting in a single room must be arranged in 2 groups; in other words, the lights should be divided into at least two groups, with each group controlled by its own switch. This is because if one group of lights or its switch fails, the other group can still be used ; 3. Emergency lighting is a mandatory requirement under fire safety regulations and must be implemented ; 4. It is also acceptable if you do not design emergency lighting, provided that your fire protection design drawings have already passed the fire safety inspection.

I think it depends on your operational needs; if a power outage occurs, everyone just leaves, so it’s sufficient to provide lighting in a few key passages. If power outages require operations such as shutting down the system and monitoring, then even higher levels of illumination are needed; it ultimately depends on what the owner requires – 10% is still the minimum. Overall illumination is generally provided only as required by regulations, in places such as distribution rooms and fire pump rooms.
