What is a suitable depth for a pool?

For a pool of a certain volume, what is a suitable depth to design it at? What factors are mainly considered? Pools of the same depth, all below ground level ； All on the horizon plane ； Half is on the ground level and half is below it. Which of these three has the highest cost? What are their advantages and disadvantages?
