Discussion on the Problems and Countermeasures in Construction Project Supervision under the New Situation Abstract: With the advancement of modernization in China, the development of construction projects is also progressing rapidly. To ensure the quality and smooth progress of such projects, the role of supervision is extremely important. However, in the actual process of supervision work, its role often cannot be fully utilized, which is highly detrimental to maintaining the basic order of the construction market. Therefore, this paper analyzes the problems existing in construction project supervision under the new circumstances, and on this basis, explores corresponding solutions. In the actual supervision work of construction projects, those responsible for supervision must have a thorough understanding of their important duties, identify their role within the construction process, and approach their tasks with professionalism, focusing on ensuring the quality of the construction based on the overall quality standards of the project. 1 Problems existing in construction project supervision under the new circumstances 1.1 The responsibilities and rights of supervision personnel are not effectively enforced. Some construction companies, in order to achieve their own interests during the construction process, resort to improper local protection tactics. With the goal of maximizing construction efficiency, they fail to follow the standard procedures or rush the work without regard for proper protocols. Such practices have a severe impact on the quality of the project. Even when the supervision agency requests them to make corrections, these companies ignore such requests out of defiance. During the project completion inspection phase, they can also use their connections to ensure that the inspection is passed smoothly, thereby rendering the supervision role of the supervision agency ineffective and turning supervision into a mere formality in the construction process. 1.2 The overall quality of supervision personnel is not high. **In order to effectively improve the overall quality of project supervision personnel, unified examinations for them were conducted; however, considering the overall situation in the supervision industry, the results achieved have been poor. ①Influenced by the traditional examination model, the role of exams for engineering supervisors is limited; the exam format, which relies primarily on written tests, results in some candidates who can only apply theoretical knowledge in practice, failing to reflect their true capabilities in engineering supervision tasks. ②Since the content of the engineering supervisor examination does not include assessments of the candidates’ qualifications, and no specific requirements are set in these areas, those who obtain the qualification as engineering supervisors include individuals with relatively low qualifications. The occurrence of these two situations has a serious impact on the overall quality of supervision personnel. The first situation may result in a lack of work experience among project supervisors, leading to gaps in the execution of supervision tasks and severely affecting the accuracy of such supervision, thereby hindering the effective performance of their duties ； In the second scenario, it is difficult to ensure the quality of those working as supervisors; some supervisors may be tempted by financial interests to act in ways that violate supervision regulations, thereby affecting the effectiveness of supervision during construction projects. 1.3 Negative impacts among construction companies In the increasingly competitive environment of the construction market, construction companies face serious negative impacts, which significantly affect the quality of project supervision. As a result, it is difficult for many construction firms to improve their operational efficiency. Under such conditions, it is easy for them to prioritize their own interests and fail to follow construction standards during the building process. If this situation persists over time, the negative effects or pressures exerted by construction companies will inevitably impact the supervision staff. Even if such supervisors possess high professional competence and excellent personal qualities, under the influence of long-term pressures or the tactics employed by the construction parties, they may be forced to compromise, resulting in a failure to ensure the quality of the work. 2 Research on Strategies for Effective Supervision of Construction Projects under New Circumstances 2.1 Strengthening supervision during the preparation phase of construction projects The preparation phase of a construction project involves quite complex tasks: ① One of the tasks that need to be carried out is the review of design drawings, as this step is related to both the quality of the entire project and its cost budget. Therefore, supervisors must adopt a rigorous approach when reviewing these design drawings. To carry out a thorough review, it is necessary for professional technicians and managers to carefully study the design drawings and specifications, so as to fully understand the design requirements. ②The work that needs to be done is to inspect construction equipment, materials, and components. According to the requirements of relevant construction quality management systems, important raw materials, semi-finished products, and components used in construction must undergo periodic inspections and tests; this is also an important task for supervisors. In construction projects, when new materials, technologies, and processes are involved, repeated testing must be carried out before commencement of construction. The quality of construction materials used in building projects is an important guarantee for the overall quality of those projects in the future. Conducting strict inspections of raw materials and related equipment is of great importance for the smooth progress of construction projects. 2.2 Strengthen the supervision of construction projects during the construction phase. ① Monitor the quality control efforts of the construction units. During the construction phase, quality control by the construction company is of great importance. To ensure that the company’s quality control system functions effectively, it is necessary to supervise its self-inspection system for quality control. ②Supervisors should establish sound principles for supervision work to ensure its quality. When carrying out supervision work, supervisors must abide by the terms of the contract, and it is necessary to strengthen the tracking and control of the construction project and its investment objectives. 2.3 Strengthening supervision of construction projects during the completion phase. Supervision at the project completion stage is extremely important; it represents the final safeguard to ensure the quality of the project. After the construction unit completes the work, it must undergo quality inspection by the relevant authorities; throughout the process, it is necessary to comply with the acceptance standards for construction quality as well as relevant laws and regulations. When supervision authorities detect quality defects during inspections and acceptance, they must issue a supervision notice to the construction unit promptly and order it to make corrections. 3 Conclusion In summary, in construction companies, project supervision plays an important role in providing oversight, guidance, and oversight. If these functions are fully utilized during the construction process, the quality of construction projects can be ensured fundamentally, and at the same time, the efficiency of these construction companies can also be improved.
