Therefore, construction drawing review agencies can carry out relevant tasks in accordance with the relevant regulations without having to obtain the qualification for reviewing design documents for civil air defense projects. In May 2019, the General Office of the Hebei Provincial People’s Government issued the \"Implementation Plan for Comprehensively Deepening the Reform of the Approval System for Engineering Construction Projects in Hebei Province\", which stipulated the adoption of a \"joint review process\". Measures for the joint examination of construction drawing design documents were established, and technical review aspects such as those related to civil air defense design were incorporated into the review of construction drawing design documents. The project owner would commission a specialized agency to carry out these reviews, with a unified review report being issued as a result. Cities and counties in Hebei Province are, in accordance with the requirements of the plan, advancing the integration of civil air defense design reviews into the review process for construction drawing documents.
