The various types of water conservancy and hydropower projects—such as flood control, irrigation, power generation, water supply, and drainage improvement—constructed in different regions and under varying conditions in China are classified into five categories: I, II, III, IV, and V, based on their scale, benefits, and importance to the national economy. Hydraulic complexes and hydraulic structures must ensure safety and reliability; however, waste caused by excessive safety measures should be avoided. Therefore, in order to strike a reasonable balance between the safety and economic efficiency of such projects, hydraulic complexes and their constituent structures are classified into different categories based on their functions, benefits, scale, and importance. Different design, construction, and operational standards are then established for each category. This approach enables the designed structures to be both safe and cost-effective. Such a classification-based method ultimately achieves a harmonious integration of safety and economic efficiency.
