In the HSE system of a certain plant’s thermal power department, contractor risks have always been among the top ten risks associated with thermal power operations, and the direct work involved in inspection and maintenance is particularly vulnerable to issues. The high turnover of personnel in the maintenance units, the varying quality of these employees, and their insufficient understanding of the actual operational processes pose significant risks to the stable operation of the thermal power department. To address this issue, under the guidance of the company’s Safety and Environment Department and drawing on our own practical experience, we developed a complete set of concise guidelines for direct operations.

Once introduced, they were widely spread among contractors, helping to raise awareness of the key risk points in on-site direct work. The back of the \"Direct Operation Mnemonics\" card also prints the safety production prohibitions, environmental protection production prohibitions, and strict prohibition rules, making them easily visible at a glance.

To issue an invoice, schedule an appointment first, confirm on-site before signing the invoice; safety instructions are essential, and video surveillance must be in place； Use a safety belt, a life belt – it’s necessary to wear one whenever working at heights of more than two meters. Always fasten the belt when on high places, so that falling won’t cause serious harm ； Use temporary electricity; pay attention to the wiring. Getting wet or coming into contact with metal can lead to electric shock. To avoid getting electrocuted while working, test for electrical leaks every day before starting work ； When working with fire, act quickly but first conduct an analysis to ensure there are no flammable gases; have fire extinguishing measures ready, and prevent sparks from falling from heights ； Access is restricted; tickets must be signed, replacement analysis must be carried out first, rescue facilities must be available, and evacuation via alarm must take priority ； Involves lifting; it is a specialized task. The rigging supervisor oversees the lifting operation and has full control of the site, while the warning area must be cleared ； When starting construction, be careful; ensure that all necessary approvals are in place. Do not disrupt the underground cables – wait until everything is confirmed before beginning excavation ； Install blind flanges, isolate the pipelines, check all inlet and outlet valves carefully; keep the location of the blind flanges in mind – the blind flanges are key to controlling the entire system ； When repairing equipment, be careful: it’s essential to turn off the power and lock it in place. Check for electricity with a test device before starting repairs, and only unlock it after the work is completed ； The work isn’t complete until it’s finished; it’s only complete after both parties give their approval.
