Recently, Yunnan Petroleum’s first project to upgrade the internal floating roofs of oil tanks was successfully completed at the Changpo Oil Depot in Kunming. This marks a new breakthrough in the technology used for such upgrades at the oil depots operated by Yunnan Petroleum, representing a solid step forward in enhancing the level of intrinsic safety.   In some of Yunnan Petroleum’s operational oil depots, due to their early construction, some oil tanks still use shallow-disk or open-compartment internal floating roofs, which pose significant safety risks. Such internal floating roofs need to be modified into steel internal floating roofs or prefabricated stainless-steel fully submerged internal floating roofs. However, the safety requirements for carrying out internal floating roof modification work in oil tanks are extremely high, and every aspect must be carefully controlled.   Kunming Petroleum took on this pilot project. Through repeated on-site investigations, simulation analyses, and by drawing on advanced practices from other provinces, it developed a detailed implementation plan for the conversion of internal floating roofs. It also adopted an innovative \"Five Stricts and Five Innovations\" working method to ensure the safe and orderly progress of the project.   In terms of the review of construction plans, the requirements of \"one plan per warehouse and one special plan per tank\" are strictly implemented. Taking into account the actual conditions of the Changpo Oil Depot, a comprehensive analysis of operational safety risks is conducted, special construction plans are prepared, and these plans are jointly reviewed to ensure their scientific validity.   After the project was launched, Kunming Petroleum set up construction facilities in strict accordance with standard requirements. To address the risks associated with the key stages of the renovation process, Kunming Petroleum established a dedicated leadership team, developed a three-level safety management framework, and optimized the selection of floating roofs by using modular stainless-steel prefabricated internal floating roofs. This approach helps to reduce construction risks while simultaneously shortening the project timeline.   In terms of safety supervision, the project team adopts a \"zero-tolerance\" policy toward violations; it identifies the areas where violations are likely to occur in advance, strengthens oversight of operations, and uses safety slogans as well as severe penalties for violations to ensure a safe working environment. By the completion of the project, no serious violations or infractions occurred, marking a successful start for the oil tank floating roof renovation project.
