The purpose of the project quality management plan is to ensure that the outcomes delivered as part of the project meet the desired quality standards and satisfy the needs of customers and stakeholders. By defining quality policies, quality standards, and quality assurance and control measures, project quality is managed systematically, the risk of rework is reduced, the success rate of projects is improved, and support is provided for organizational process improvement. 1 How to develop a comprehensive Project Quality Management Plan? Developing a project quality management plan is essentially a process of answering the question, “How can we achieve high quality in this project?” It is not a simple task of filling out a form, but rather a systematic planning process. The following discusses the detailed steps for completing this plan. 1.1 Step 1: Define inputs and basis Before starting to fill in the forms, it is necessary to gather and understand the following information: ü Project charter: Understand the project’s overall objectives, high-level requirements, and constraints. ü Project management plan: particularly the scope baseline (knowing what needs to be delivered), the risk register (knowing which risks can affect quality), and the stakeholder register (knowing who is concerned about quality). ü Organizational process assets: the company’s quality policy, lessons learned from past projects, standardized processes and templates. ü Relevant regulations and standards: Industry-mandated rules (such as safety regulations, data protection laws). 1.2 Step 2: Fill in the core contents of the plan step by step. Now, based on the information collected in Step 1, we will consider one by one how to fill in each part of the template. (1) Project name and version information: These are the identification details of the plan. Enter the project name accurately and establish a version management system for the plan to ensure that every change can be traced. (2) What are the main quality policies adopted for the project, and what “rules of the game” do we need to follow? This is divided into two categories: ü Company-wide requirements (must be complied with): Taken directly from the company’s policies. ü Special project requirements (unique to this project): Developed based on the characteristics of this project and the expectations of the stakeholders. The usual approach is to first consult the company’s quality manual or relevant regulations. Communicate further with the project sponsors and key clients to clarify their core quality expectations.
(3) Quality standards for the main project outputs: What does it take for each of the core deliverables we provide to be considered “qualified”? Standards must be specific, measurable, and verifiable. Therefore, it is necessary to list the main deliverables in the Scope Statement, and define clear acceptance criteria for each deliverable (performance metrics, functional completeness, compliance, etc.). Example: ØDeliverable: User login module üQuality standard: The page must load within 95% of the specified time to proceed to UAT). Ø Inspection: Conduct a physical inspection or functional demonstration of the final product before delivering it to the customer. (6) The contribution of this project to the company’s process improvement – beyond simply completing tasks, what value can it bring to the organization? Therefore, it is also necessary to proactively plan knowledge acquisition and experience summarization activities. Example: Ø Summarize the experience gained from this project in terms of automated testing or agile practices, and create a case study document. Ø Officially submit the process shortcomings identified in this project along with the recommendations for improvement to the process improvement team. Ø After the project is completed, produce a lessons learned report to be included in the organizational process assets. (7) Implementation of the quality management plan: Who is responsible for carrying out all the plans mentioned above, when, and what resources are required? This requires clarifying roles, responsibilities, and resource needs. Example: Ø Roles and responsibilities: ü Project manager: Bears ultimate responsibility for project quality and ensures the availability of resources required for quality activities. ü Development Manager: Responsible for ensuring the quality of development processes such as code review and unit testing. ü Test Manager: Responsible for formulating testing strategies, carrying out testing activities, and reporting defects. üQA Engineer: Responsible for conducting process audits and monitoring compliance with procedures. ØRequired resources: automated testing servers, performance testing tool licenses, external audit experts, etc.
