Total investment of 11 billion! Meeting held to advance the first-phase construction of the Longkou Nanshan LNG receiving station project by CNOOC

On the morning of September 6, a project promotion meeting for the first phase of the Longkou Nanshan LNG receiving station operated by CNOOC was held at the Qidao Island port area. With the roar of excavators on site, this project is considered a key initiative for the development of a natural gas production, supply, storage, and distribution system in that region as well as in the Bohai Sea area. The Nanshan LNG receiving station project is advancing at pace. The Longkou Nanshan LNG receiving station project is funded jointly by CNOOC’s wholly-owned subsidiary, Qidian Group, and Nanshan Group. It is the first new project to be approved since the issuance of the **\"Implementation Plan for the Development of LNG Storage and Transportation Infrastructure in the Bohai Sea Region (2019–2022)\」. It is also considered a major project for the transformation from old to new economic models in Shandong Province, as well as a key project for that province in 2019. Additionally, it ranks among the key projects under Yantai City’s \"three key initiatives\". The construction scale for Phase 1 of the project is 5 million tons per year; it will involve the construction of 6 LNG storage tanks with a capacity of 220,000 cubic meters each, along with related facilities, as well as a dedicated LNG loading and unloading berth with a capacity of 80,000 to 266,000 cubic meters. In addition, pipelines totaling about 32 kilometers in length will be built. The construction scale for Phase 2 is 12 million tons per year. The total investment for the first phase is approximately 11 billion yuan, of which 10.3 billion yuan is allocated to the receiving station and 700 million yuan to the gas transmission pipeline. Phase 1 is scheduled to be completed and put into operation in 2022. According to the plan, the project can accommodate 20 LNG storage tanks with a capacity of 220,000 cubic meters each, and the overall capacity will reach 20 million tons per year in the long term. The dedicated external pipeline for this project connects from the Longkou Nanshan LNG receiving station to the northern main pipeline network of Shandong Province. It is interconnected with Shandong’s main pipeline network as well as the China-Russia East Line and CNOOC Mengxi Pipeline, enabling it to meet the natural gas demands of Yantai City and Shandong Province while also supplying gas to the northern and eastern regions of China. At present, all tasks are being carried out in a solid and orderly manner. In recent years, our city has attached great importance to ensuring a stable supply of natural gas, and has made significant efforts to develop natural gas pipelines, peak-shaving storage facilities, and LNG receiving stations, thereby increasing the utilization of natural gas in the city’s socio-economic activities and residents’ daily lives. The construction of the Longkou Nanshan LNG receiving station project is one of the key measures for actively implementing the concept that \"lucid waters and lush mountains are invaluable assets,\" accelerating the transition to new forms of economic development, and building a modern, prosperous, harmonious, civilized, and happy port city. On that day, Meng Fanzhi, head of the Oil and Gas Department at the Provincial Energy Bureau; Chen Fei, Deputy Secretary of the Yantai Municipal Party Committee and Mayor of Yantai; Han Shijun, Secretary of the Longkou Municipal Party Committee, Lu Bo, Deputy Secretary of the Municipal Party Committee and Mayor of Longkou, Ji Shoumian and Zhao Shujie, who are also members of the municipal party committee and vice mayors of Longkou; Qiu Jianyong, General Manager of CNOOC Oil & Gas Power Group; and Song Jianbo, Chairman of Nanshan Group, attended the promotion meeting. At the meeting, Chen Fei, Meng Fanzhi, Han Shijun, Qiu Jianyong, and Song Jianbo jointly launched the project.
