Rotameter manufacturers offer models with polytetrafluoroethylene linings; you should provide this information to the manufacturer so that they can determine the appropriate range and rotor design for your needs. If it is for temporary use, a glass tube flow meter can be used as a temporary cylinder. The capillary flow meter filled with carbon tetrachloride that you mentioned is likely a differential pressure type flow meter, which uses the difference in liquid level of carbon tetrachloride to perform calibration and conversion calculations for the flow rate.
