The first is to investigate people. Because we know that people are the primary factor in production, and they determine the safety of production. He is the foundation of production; if he is not safe, then production certainly cannot be safe. If he is safe, production will surely be safe. So how can we ensure the safety of operators? In the author’s opinion, the first step is to examine their mindset to determine whether it is safe and whether there are any signs of unsafe behavior. If there are any issues with their mindset, they should be addressed immediately, so as to prevent them from working with such safety hazards. Second, check whether they are in good health; if not, arrange for them to rest immediately and prevent them from working while sick. Thirdly, consider the technology; especially when new equipment is first put into use, it is necessary to check whether the operators meet the standards for proficient operation. Only those who have reached such a level of proficiency should be allowed to work with the equipment. Thought, body, and skills are all essential; a check must be conducted to ensure that all three meet the requirements before one can work safely. Second is to check the processes and equipment. When checking the processes and equipment, a thorough inspection is necessary; every stage of the process, every screw and bolt, every component, every instrument, as well as all electrical circuits from the outside in must be carefully examined, so that any potential problems can be addressed promptly. Production can only begin once it has been confirmed that the processes and equipment are completely safe. Third, inspect the production site. Examine the scene carefully. First, the sites where underground pipes and cables are installed need to be thoroughly inspected to ensure that there is no leakage of water, electricity, gas, or oil, so as to meet the requirements for safe production. The processes, the areas surrounding the equipment, and the entire site must be free of debris, dirt, weeds, or any unnecessary items that could hinder production. The site must be cleaned thoroughly, and it is only after it meets the standards for safe production that manufacturing can proceed.
