Russian Sibur has signed an EPSS contract with a JV led by Italian Tecimont SPA to provide engineering services for Sibur’s Amur Gas Chemical Complex (AGCC). The Amur petrochemical complex is a plant with an annual production capacity of 1.5 million tons of polyethylene and polypropylene; it will be located near Svobodny in the Amur region of Russia’s Far East, close to the Chinese border. The contract value for this project is 1.2 billion euros; Sinopec Engineering Group (SEG) and Sinopec Engineering Company (SEI), as a joint venture, will provide design, procurement, and on-site services (EPSS) to AGCC. The AGCC is scheduled for mechanical completion in 2024; it is a downstream extension of the Amur gas development project, which began with the 42 billion cubic meters per year Amur Gas Processing Plant (AGPP) located near OOO Gazprom Pererabotka Blagoveshchensk’s (GPB), a subsidiary of PJSC Gazprom.

The Amur gas development project is a component of Russia’s \"Power of Siberia\" pipeline project; it is located in Blagoveshchensk, the capital of Amur Oblast in the southern part of Russia’s Far East region, on the border with China. The project has a raw gas processing capacity of 42 billion cubic meters per year, comprising six natural gas purification production lines, three helium liquefaction production lines, and three natural gas condensate production lines. Its production capacity for commercial helium is 10,000 tons per year, for ethane it is 2.6 million tons per year, and for natural gas condensate it is 1.6 million tons per year. Construction on this project has already begun, with completion expected by October 2024. CPECC is the EPC contractor for this project.

On June 5, 2019, Sinopec signed a framework agreement with Syber to invest in the construction of a large-scale integrated chemical project (AGCC) in the Amur region of Russia’s Far East, with Sinopec holding a 40% stake. Using ethane and LPG supplied by the Amur Gas Processing Plant as raw materials, this project employs light hydrocarbon cracking technology and advanced polyolefin technologies to produce products such as polyethylene and polypropylene, with completion and operation scheduled for the end of 2024.
