On June 8, Wu Junfeng, a member of the Party Working Committee and deputy director of the Management Committee of Dalian Changxing Island Economic and Technological Development Zone, said at an industry conference that the relocation project of CNPC Dalian Petrochemical Company is being advanced actively. The relocation project will be carried out in two phases at the Xizhongdao Petrochemical Industry Base; in the first phase, a refinery with an annual capacity of 10 million tons and an ethylene plant with an annual capacity of 1.2 million tons will be built. The approval for this project is planned to be obtained this year, construction will start next year, with the goal of completing it and putting it into operation by 2024. Subsequently, the second phase of the relocation project was launched; once all facilities are completed and put into operation, a refining capacity of 20 million tons and an ethylene production capacity of 2.4 million tons will be achieved in Nishinakajima. **In 2013, the National Development and Reform Commission proposed, in the \"Plan for the Layout of the Petrochemical Industry (Draft for Comment)\", the establishment of seven major petrochemical industry bases across the country. Among them, the Dalian Xizhongdao (Changxing Island) Petrochemical Park, as an important part of the **-level economic and technological development zone – the Changxing Island Economic and Technological Development Zone – and a specialized park, became the preferred location for the relocation of Dalian’s petrochemical industries. In 2014, the \"Environmental Impact Assessment Report for the 15 million tons per year processing project of Russian crude oil at the Changxing Island Refining and Chemical Project (Phase I) of China National Petroleum Dalian Petrochemical Company\" was made public online. The environmental impact assessment report indicates that China National Petroleum Corporation and the people’s government of Dalian have signed a \"Cooperation Framework Agreement for the Dalian Changxing Island Refining Project,\" with the aim of transferring the 2050×10^4 t/a crude oil processing capacity of CNPC Dalian Petrochemical Company to Changxing Island. This project processes 15 million tons of imported Russian crude oil each year. According to CNPC’s plans, the Changxing Island refining and chemical complex is part of the relocation and renovation project for Dalian Petrochemical Company; the project is constructed in phases, with the first phase involving new construction and the second phase involving relocation. The resumption of the Dalian Petrochemical relocation project signifies the emergence of a new integrated refining and chemical complex capable of processing tens of millions of tons of crude oil and millions of tons of ethylene, which will also provide an abundance of raw materials for the development of downstream fine chemical industries in the Xizhongdao Petrochemical Park. In line with the industrial chain plan for the Nishinakajima Petrochemical Park and the product strategies of other integrated refining and chemical projects in China, the relocation of Dalian Petrochemical will enable it to transform from a fuel-based refinery into a chemical-based one. The olefin industry will become the focus of Dalian Petrochemical’s future development; leveraging its 2.4 million tons of ethylene production capacity, the company will expand its operations into the carbon dioxide, carbon three, carbon four, and carbon nine sectors, thereby creating an industrial chain centered on olefins with aromatics playing a supplementary role.
