“The Outline of the 14th Five-Year Plan clearly states that during the 14th Five-Year period, economic and social development should “be centered on promoting high-quality development; take deepening supply-side structural reform as the main thread; regard reform and innovation as the fundamental driving force; aim to meet the people’s ever-growing needs for a better life; balance development and security; accelerate the building of a modern economic system; and expedite the establishment of a new development pattern in which the domestic cycle plays a primary role while domestic and international cycles reinforce each other.” At this crucial stage in China’s transition from a major petrochemical producer to a global leader in the industry, digital technologies such as big data, artificial intelligence, and 5G offer vast application prospects in the energy sector. This sector serves as the main battlefield for China’s development of the digital economy. Accelerating the deep integration of digitalization and industrialization is an essential path and inevitable choice for achieving high-quality development in the energy industry. As a traditional industrial sector, the refining and petrochemical industry must, in the face of the new circumstances and trends brought about by the acceleration of the energy revolution and energy transition, make effective use of digital technologies such as cloud computing and the Internet of Things. These technologies can help to reshape business models, transform management approaches, foster innovation in business models, and enhance core capabilities. By doing so, refineries and petrochemical companies can develop capabilities in sensing, analysis and optimization, prediction, and collaboration, thereby creating a new model of smart refining and petrochemical operations characterized by efficient supply chains, lean operations, safe chemical process control, and interconnected maintenance practices. Against this backdrop, the Chinese Chemical Society, in collaboration with companies such as China National Petroleum Corporation, Sinopec, CNOOC, Sinochem, **Energy Group, and Yanchang Petroleum, will once again hold the \"2021 (3rd) China Smart Refining and Petrochemicals Summit Forum\" in Shanghai from August 18 to 20, 2021. The forum will focus on the theme of \"Digital Transformation, Smart Manufacturing for a Better Future, and Promoting High-Quality Development of the refining and chemical industry during the 14th Five-Year Plan period.\" Academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering, as well as leaders and experts from relevant ministries and agencies such as the Ministry of Industry and Information Technology, the Cyberspace Administration of China, the State-owned Assets Supervision and Administration Commission, and the National Energy Administration, as well as from companies like Sinopec, CNPC, CNOOC, Sinochem, various energy groups, and Yanchang Petroleum, will be invited to participate in the forum.
