On October 30, the Zhoushan Ecology and Environment Bureau issued a announcement regarding the acceptance of the environmental impact assessment documents for the expansion project of the Mamu oil depot as part of Zhejiang Petrochemical Co., Ltd.’s 40 million tons per year integrated refining and chemical processing project. Zhejiang Petrochemical Co., Ltd. is constructing a crude oil storage facility with a capacity of 3 million m² in the Dinghai Industrial Park, Cengang Sub-district, Dinghai District, Zhoushan City. This facility is intended to serve the first phase of a 40 million tons per year integrated refining and chemical processing project, with a designed annual transfer volume of 16 million tons per year. Crude oil is transported to the Yushan refining complex via the pipeline connecting the Mamu Oil Storage Facility to the Yushan Oil Storage Facility. The Environmental Impact Assessment Report for the Mamu Crude Oil Storage Facility intended to support Zhejiang Petrochemical Co., Ltd.’s 40 million tons per year integrated refining and chemical processing project, prepared upon commission by Zhejiang Petrochemical Co., Ltd., received approval from the former Dinghai District Environmental Protection Bureau of Zhoushan City on December 26, 2017 (Document No. Ding Huan Jian Shen 82). The project completed the environmental protection acceptance inspections for its various phases in July 2019 and February 2022. By the end of 2021, the refining, aromatic compounds, ethylene, and downstream chemical production units of Zhejiang Petrochemical Co., Ltd.’s 40 million tons per year integrated refining and chemical processing project had all begun operational trials, completing the entire production process. The project will operate at full capacity for extended periods, with an annual designed processing capacity for crude oil reaching 50 million tons, which imposes higher demands on ensuring a stable supply of crude oil. Therefore, Zhejiang Petrochemical Co., Ltd. plans to invest 999 million yuan in expanding the Mamu oil depot as part of a petrochemical integration project with an annual processing capacity of 40 million tons. The expansion will cover an area of 705,000 m², including 4 crude oil storage tanks with a capacity of 150,000 m² each and 3 tanks with a capacity of 35,000 m² each, along with related facilities. Zhejiang Petrochemical Co., Ltd.’s current construction projects focus on areas such as high-end new materials and the upgrading of integrated refining and chemical processing; several of these projects have reached critical stages of construction. High-end new materials projects: This project involves the construction of 18 production units, including Unit 2 for MTBE/butene-1 production with a capacity of 300,000/120,000 tons per year; Unit 1 for nitric acid production with a capacity of 400,000 tons per year; Unit 1 for cyclohexanol production with a capacity of 320,000 tons per year; Unit 1 for adipic acid production with a capacity of 450,000 tons per year; Unit 1 for adiponitrile production with a capacity of 250,000 tons per year; Unit 1 for hydrocyanic acid production with a capacity of 150,000 tons per year; Unit 1 for adipamide production with a capacity of 280,000 tons per year; Unit 1 for nylon 66 polymer chips production with a capacity of 500,000 tons per year; Unit 3 for acrylonitrile production with a capacity of 660,000 tons per year; Unit 3 for MMA production with a capacity of 200,000 tons per year; Unit 3 for sulfuric acid production with a capacity of 400,000 tons per year; Unit 1 for α-olefins production with a capacity of 350,000 tons per year; Unit 1 for POE polyolefin elastomer production with a capacity of 4×100,000 tons per year; a pilot plant for POE polyolefin elastomer production with a capacity of 10,000 tons per year; Unit 3 for LDPE/EVA (tubular) production with a capacity of 700,000 tons per year; Unit 2 for synthetic ammonia production with a capacity of 600,000 tons per year (including a shift reactor with a capacity of 250,000 standard cubic meters per hour); an expansion and renovation of the methanol production facility with a capacity of 1.1 million tons per year; and Unit 1 for acetic acid production with a capacity of 1 million tons per year. 40 million tons/year integrated refining and chemical processing upgrade project: The first phase of this 40 million tons/year integrated refining and chemical processing upgrade project involves an total investment of around 3.2495 billion yuan, with an additional 4.66 hectares of land required for construction. The key components of this project include the construction of a new 3-million tons/year #3 slurry-bed residue hydrogenation unit, a #2 oil residue gasification unit with a capacity of 240,000 Nm³/h, and a 4.3-million tons/year continuous reforming unit. Additionally, the heavy metal recovery unit for oil residue gasification and the sulfur recovery unit will also be expanded.
