The Plan proposes to plan for strategic pillar industries, strategic emerging industries, and future industries from a high starting point, and to thoroughly implement the “six major projects” for the high-quality development of the manufacturing sector. By 2025, the proportion of the added value of the manufacturing sector in GDP will remain above 30%, and the proportion of the added value of high-tech manufacturing in the added value of industries above a certain scale will reach 33%. The Plan sets out short-term goals for 20 strategic industrial clusters over the next five years, including: green petrochemicals – expanding the scale and capacity of oil refining and chemical production, while supporting the development of high-quality petroleum products such as refined oils, lubricants, and solvent oils, as well as organic raw materials. Focusing on engineering plastics, electronic chemicals, functional film materials, daily chemical materials, high-performance fibers, etc., efforts should be accelerated to develop high-end fine chemical products and new chemical materials in the mid- and lower-stream segments of the petrochemical industry chain. Focusing on key areas such as safe production, green manufacturing, and pollution control, efforts should be accelerated to develop and apply process technologies and equipment for optimizing petrochemical raw materials, making efficient use of energy, promoting recyclability, and carrying out process reengineering, so as to bring the carbon emissions per unit of product to international advanced levels. A circular system is gradually taking shape, one in which raw materials from the upstream of the industrial chains in eastern and western Guangdong supply high-value processed products to the downstream of the Pearl River Delta’s industrial chains, while fine chemical products and new chemical materials from the Pearl River Delta supply such products to the advanced manufacturing industries in eastern and western Guangdong. By 2025, the scale of the petrochemical industry is expected to exceed 2 trillion yuan, with the goal of creating a green petrochemical industry cluster that leads in China and is among the best in the world. Development layout of key sub-sectors in green petrochemicals: 1. Oil refining and petrochemicals: Relying on cities such as Guangzhou, Huizhou, Zhanjiang, Maoming, and Jieyang, efforts will be made to strengthen oil and gas refining and to develop upstream raw materials. Guangzhou is accelerating the investment and construction of projects aimed at promoting green and safe development at Sinopec Guangzhou Branch, facilitating the improvement of oil product quality, and building a petrochemical base that is organized in a park-like format, highly integrated, technologically advanced, energy-efficient, environmentally friendly, and safe and efficient. Led by the CNOOC Huizhou Petrochemical Refining project, the CNOOC Shell ethylene plant, and the ExxonMobil Huizhou ethylene project, and relying on the Daya Bay Petrochemical Park, Huizhou has established a scientific and rational petrochemical industry chain with close links between upstream, midstream, and downstream sectors. Centered on Sinopec Maoming Refining and Ethylene Project, and backed by Maoming High-Tech Development Zone and Maonan Petrochemical Zone, Maoming has developed a range of specialty products including high-quality refined oil, lubricants, solvent oils, organic raw materials, synthetic resins, synthetic rubbers, and liquid waxes. Led by the Sinochem Guangdong Refining and Chemical Integration Project and BASF’s new integration project, Zhanjiang is accelerating the development of its petrochemical industrial parks, focusing on the production of clean fuels and basic chemical materials, in order to establish a relatively complete petrochemical industry chain that includes refining, ethylene, and aromatics production. Jieyang is accelerating the development of Sinopec’s Guangdong petrochemical project and other related petrochemical facilities, strengthening ties and cooperation with the Daya Bay Petrochemical Zone, and focusing on the development of industries such as clean petroleum products and chemical raw materials. 2. High-end fine chemicals and new chemical materials: Relying on cities such as Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, Jiangmen, Huizhou, Zhongshan, Zhaoqing, Maoming, Zhanjiang, Jieyang, Shantou, Shanwei, and Qingyuan, the downstream deep-processing industries are developed. Guangzhou strengthens its advantages in the development of fine chemicals and daily chemicals, and focuses on the production of high-end green chemical products such as those derived from the deep processing of synthetic resins, high-performance synthetic materials, engineering plastics, new chemical materials, and daily-use chemicals. Shenzhen focuses on the development of high-value-added fine chemical products, new synthetic materials, engineering plastics, and specialty chemicals. Zhuhai is developing a value-added processing industry chain for natural gas by-products such as propane dehydrogenation products, cis-butadiene rubber, lubricant blends, butyl octanol, acrylic acid, and fine cryogenic adhesive powders. It focuses on advancing new material industries such as those related to lithium battery materials for new energy, functional polymer materials, and next-generation electronic information materials. Foshan focuses on the development of high-end coatings, high-purity reagents, adhesives, aerosols, specialty chemicals, diluents, and more. Dongguan focuses on developing products such as daily chemical materials, high-value-added intermediate raw materials, fluorosilicon materials, and high-performance fibers. Jiangmen focuses on the new materials cluster area on the west bank of the Pearl River to develop products such as coatings and resins, inks, papermaking chemicals, plastic additives, and food additives. Huizhou is making efforts to promote the development of refined chemical processing, high-end chemicals, and new chemical materials, and to accelerate the planning and construction of Huizhou New Materials Industrial Park. Zhongshan and Zhaoqing focus on the development of products such as daily chemicals, forest-based chemical products, synthetic resins, adhesives, and coatings. Cities such as Maoming and Zhanjiang build on their upstream refining and chemical processing infrastructure to expand into various stages of the industry chain, thereby promoting the development of new chemical materials and specialty chemicals. Jieyang is accelerating the development of high-performance polymer materials, functional composite materials, and high-end fine chemicals. Shantou is strengthening the research, development, and industrialization of fine chemicals and polymer materials. Shanwei and Qingyuan are accelerating the development of products such as fiberglass materials, aviation materials, rare metals, optoelectronic materials, additives, and coatings. Advanced materials support the development of high-performance rubber and plastic materials, high-end carbon fibers, high-performance modified epoxy resins, high-end electronic chemicals, and other chemical materials, while continuously advancing the research, development, and industrialization of high-performance composite materials and special functional materials. It supports the mining of rare earth minerals, their smelting and separation, as well as their application in materials. By 2025, the revenue generated by the advanced materials industry is expected to reach 2.8 trillion yuan, with the goal of becoming part of the world-class advanced materials industry clusters. The Plan also lists the top ten strategic emerging industries in Guangdong during the 14th Five-Year Plan period, including cutting-edge new materials – with a focus on making breakthroughs in the research and development of superconducting materials, intelligent and biomimetic materials as well as metamaterials, high-temperature alloys, and materials suitable for extreme environments. Make efforts to advance the research and development of technologies for the large-scale production of graphene materials as well as their industrial application. Research and application of wide-bandgap and ultra-wide-bandgap semiconductor materials, high-performance and low-cost additive manufacturing materials, high-performance aluminum/magnesium alloy materials, high-end sputtering targets, new powder metallurgy materials, and high-performance composite materials. Make efforts to break through the key preparation technologies for surface functionalization and protection of critical components. It supports the research and development of nanomaterials as well as their application in fields such as optoelectronics, new energy, biomedicine, and energy conservation and environmental protection. Conduct research on new advanced materials and related product development, testing, and evaluation technologies; develop high-end testing instruments and equipment; break through key technologies such as high-throughput computing, experiments, and specialized databases in material gene engineering; and promote platform integration and collaboration. By 2025, the revenue generated by the advanced new materials industry is expected to exceed 100 billion yuan. Five industrial bases with global competitiveness and seven specialized industrial clusters will be developed, thereby creating a manufacturing hub for advanced new materials that is leading in China and renowned worldwide. Development layout of key sub-sectors in advanced materials: Chemical materials: These are developed relying on cities such as Guangzhou, Zhuhai, Foshan, Shenzhen, Dongguan, Huizhou, Zhongshan, Jiangmen, Zhanjiang, Shantou, Jieyang, Maoming, Shaoguan, and Yunfu. Guangzhou focuses on the development of advanced polymer materials such as chemical fibers and their products, high-performance membrane materials, high-performance plastics and resins, high-performance rubbers and elastomers, new types of functional coating materials, as well as specialty chemicals and materials. It is also accelerating the construction of key functional areas such as core R&D zones for nanotechnology and pilot production zones. Zhuhai makes full use of the advantages of its Gaolan Port Green New Materials Industrial Park and port transportation to vigorously develop functional polymer materials. Foshan is making efforts to develop chemical materials centered on plastics and coatings. Shenzhen and Dongguan focus on developing chemical materials centered around high-performance plastic products, as well as electronic materials based on high-end electronic chemicals, electronic ceramics, and electronic glass. Huizhou focuses on the development of polyolefins, engineering plastics, polyester products, functional materials, and chemicals. Zhongshan focuses on developing chemical materials such as plastics for home appliances, chemical coatings, and advanced membrane materials. Jiangmen is making efforts to develop chemical products such as paints and coatings. Zhanjiang is making efforts to develop high-end chemical materials focused on chemical new materials, synthetic materials, organic raw materials, and specialty and fine chemicals. Shantou is accelerating the development of the Provincial Laboratory for Chemistry and Fine Chemicals in order to strengthen and expand the industries related to chemical reagents and new chemical materials. Jieyang is making efforts to develop differentiated polyester staple fibers through recycling, as well as \"green fiber processing\" via direct dyeing of the raw material. Maoming focuses on developing the carbon fiber and 3D printing (additive manufacturing) materials industries, as well as materials such as paper coatings, construction coatings, and petroleum catalyst carriers. Shaoguan focuses on the development of products such as paints and coatings, inks, adhesives, resins, and various additives. Yunfu focuses on developing industries such as sulfur chemicals and titanium dioxide. New energy: Vigorously develop competitive industries such as nuclear energy, offshore wind power, and solar energy, and accelerate the growth of emerging industries like hydrogen energy, energy storage, and smart energy. Support the development of third-generation nuclear power equipment and technologies, accelerate the research and development of fourth-generation nuclear power products, and enhance the comprehensive utilization of nuclear energy. Promote the large-scale development of offshore wind power; arrange distributed onshore wind power projects according to local conditions; develop the manufacturing of large-capacity, typhoon-resistant, and intelligent wind turbines and their components. Promote solar photovoltaic power generation, and develop complete sets of production equipment such as high-efficiency thin-film cells, photovoltaic inverters, and thin-film cell manufacturing systems. Accelerate the development of the hydrogen energy industry, establish demonstration city clusters for fuel cell vehicles, build infrastructure for hydrogen production and refueling, promote the localization of high-performance hydrogen fuel cell stacks, develop complete sets of equipment as well as key materials and components, and create a multi-channel, diversified supply system for hydrogen energy. Accelerate the commercial exploitation and industrial application of natural gas hydrates, optimize the layout of natural gas infrastructure within the province, and enhance the capacity for natural gas reception and storage. It supports the development of industries such as infrastructure for smart grids and microgrids, specialized power chips, intelligent sensors, power robots, integration of power transmission, transformation, and distribution systems, energy storage, and smart energy systems. By 2025, the revenue generated by the new energy industry is expected to reach 730 billion yuan; non-petroleum energy consumption will account for about 30% of the total energy consumption in the province, resulting in a new energy industry cluster that is leading in China and among the best in the world.
