Recently, **ten departments including the National Development and Reform Commission jointly issued the “14th Five-Year Plan for the Promotion of Clean Production across the Country”. The plan proposes that by 2025, a systematic framework for promoting clean production will have been basically established; clean production will be fully implemented in the industrial sector, the overall level of clean production will see a significant improvement, the efficiency of energy and resource utilization will increase markedly, and the emissions of key pollutants as well as carbon dioxide in key industries will be substantially reduced. The plan proposes to strengthen the evaluation of clean production for high-energy-consuming and high-emission projects. In line with the goals of energy conservation, emission reduction, as well as carbon peak and carbon neutrality, strict controls are imposed on the approval of projects with high energy consumption and high emissions. New, renovated, or expanded projects must employ advanced and suitable process technologies and equipment, ensuring that energy, material, and water consumption per unit of product reaches advanced levels consistent with clean production standards. For new projects in industries such as refining and coking, equivalent or reduced capacity replacement must be strictly implemented. The plan requires the promotion of green design for industrial products, the development of 100 model enterprises for ecological (green) design of industrial products, the formulation and revision of 100 green design evaluation standards, and the promotion of 10,000 green products. To accelerate the clean substitution of fuel raw materials, the plan proposes to actively promote the use of clean and low-carbon energy sources as well as industrial waste heat as alternatives for industrial furnaces that use coal, petroleum coke, heavy oil, residue oil, lignite, etc. as fuel, as well as for coal-fired power plants and boilers. Promote the harmless substitution of raw materials and auxiliary materials; focusing on those required for enterprise production as well as the final products, reduce the use of chemical substances listed in the priority control chemicals list, as well as toxic and harmful substances such as persistent organic pollutants. Encourage the use of low-toxicity, low-harm, or non-toxic and non-harmful materials in the production process, thereby reducing the content of toxic and harmful substances in products. Actively promote the use of inks, coatings, adhesives, cleaners, etc., with low (or no) volatile organic compound content. Regarding the promotion of clean and low-carbon transformation in key industries, the plan proposes to select 100 enterprises in sectors such as steel, coking, building materials, non-ferrous metals, and petrochemicals to carry out projects for clean production transformation, thereby helping a number of key enterprises reach international leading levels in clean production. The clean production transformation projects in the petrochemical industry include: implementing process technology upgrades such as high-efficiency catalysis, process intensification, and high-efficiency distillation. Advance processes such as integrated regeneration of refinery wastewater, advanced treatment and reuse of concentrated salt wastewater from coal chemical industries, micro-reactions in fine chemical manufacturing, and the harmless conversion of chemical waste salts into soda ash. Implement carbon-reduction projects such as green hydrogen-based refining and methanol production via carbon dioxide coupling. The plan also outlines a project for fostering the clean production industry, whose main components include providing support for the integrated application and demonstration of clean production technologies in areas such as the clean and efficient use of coal, hydrogen-based metallurgy, the substitution of raw materials in industries involving volatile organic compounds, the mercury-free production in the PVC industry, and the sustainable utilization of phosphogypsum and electrolytic manganese slag. Develop a group of enterprises that possess independent intellectual property rights and master the core technologies and equipment for clean production, as well as a group of high-level, professional clean production service agencies. Our country will encourage various regions to explore and implement a hierarchical management system for corporate clean production audits, imposing strict clean production audits on enterprises with high energy and water consumption and high emissions, as well as those that produce, use, or emit chemicals listed in the priority control chemical inventory. Focusing on industries such as coking, petrochemicals, and chemical active pharmaceutical ingredients, 100 industrial parks or clusters have been selected to carry out innovative pilot projects for comprehensive cleaner production audits.
