The approach of \"reducing oil use and increasing sophistication\" that many companies are adopting may seem to have a clear purpose, but in reality it represents another instance of disorderly expansion driven by deception and fraud. What’s at play here is what even a primary school student could figure out – a so-called \"subtraction\" on the supply side. The outcome is blind, low-quality construction aimed at meeting local economic targets, as well as attempts to reduce carbon emissions through moves upstream in the manufacturing process and by reorganizing production processes. In the end, this leads to a disruption in both market regulation and planned economy mechanisms, resulting in wasted capital and missed development opportunities. It also allows economic spies from opposing international factions to succeed in their schemes, causing harm to both the country and its people. At this stage, development challenges require the strategic use of the ‘multiplication’ and ‘division’ principles associated with supply-side reforms to find solutions. The industry needs wise leaders who are capable of making tough decisions while also driving industrial innovation and transformation. The latter part of the 14th Five-Year Plan period will undoubtedly present unique opportunities and challenges for entrepreneurs who are willing to take unconventional paths.

When refining reaches saturation, shift to conversion processes; consider chemical processing only when that field is saturated
The international situation, market conditions, industry policies, and production capacity all have an impact. In one phase chemicals may be in demand, while in another phase oil products are preferred. It seems that for a company to achieve sustainable and stable development, it is necessary to integrate the various links in its supply chain; it should not pursue either an oil-focused or a chemicals-focused strategy to the extreme, and rather maintain flexibility in its operations.
