The petrochemical industry is one of Tianjin’s traditional strong industries. Tianjin remains committed to high-quality development, supports the advancement of projects related to the integration of industrial and digital technologies, and promotes the transformation and upgrading of the petrochemical industry as well as its sustainable development. Tang Biyong is an expert in the caustic soda production process. As part of Tianjin’s project to relocate industries, this nearly 60-year-old expert, along with a group of young people born in the 1980s and 1990s, worked hard from scratch on a piece of barren land. After more than 4 years of effort, they managed to establish an integrated chlor-alkali production line. At this very moment, the commissioning of the first process unit is about to take place. He was extremely nervous. As the machine starts operating, this also means a shift from project construction to commissioning and operation. After the first production unit was successfully operational, Tang Biyong had no time to celebrate, as there were still 28 more production workshops that required his guidance and tuning. Since the launch of Tianjin Bohua’s project for the relocation and transformation in line with the principles of industrialization and informatization, Bohian Chemical and Dagu Chemical have moved to the Nangang Industrial Zone. There, they have started from scratch to comprehensively upgrade their technologies, aiming to develop two high-end, green petrochemical industry chains in the fields of marine chemicals and petrochemicals, and to build a cluster of high-end green petrochemical enterprises. The relocation was a transformative process; Bohua eliminated its previous energy-intensive and polluting production methods and adopted green, efficient technologies. At the same time, a smart platform is established to ensure closed-loop operation throughout the entire process, enabling precise control. It has been achieved: energy consumption has decreased by 27%, wastewater discharge has been reduced by 65%, and nitrogen oxide emissions have been cut by 98%. Recently, a foreign freighter carrying 2,900 tons of ethylene arrived at the Tianjin Bohua South Port. This is also the first time that a foreign trade vessel has called at the port since its completion this year. The dock is just separated from the Bohua plant area by a wall; it takes only a few minutes for raw materials to be transported to the production lines via pipelines, which significantly reduces the company’s logistics and storage costs. The first phase of the Bohua Nangang Terminal features 3 berths, with an annual designed throughput of 7.8 million tons. It is capable of serving the entire Nangang area, including the Bohua Group, and represents an important means for Tianjin to strengthen its petrochemical industry chain. To support the construction of the Nangang Port, Tianjin raised 450 million yuan in funding for the project through special bonds, ensuring that the port construction progressed at full speed from the start of work. For things like the qualification to operate at ports, the company obtained it in just 4 months. To date, 121 petrochemical projects have been signed in the Nangang Industrial Zone, including several large enterprises worth tens of billions, as well as a number of small and medium-sized enterprises that are specialized and innovative. Upstream, there is a chlor-alkali industry chain led by Bohua Group, as well as a lubricant production base with a capacity of 1.5 million tons headed by Shell. Downstream, there are companies in niche sectors such as Sino-Saudi New Materials and UOP Catalysts, and the clustering effect of this industry chain is gradually becoming apparent. Aiming to become a \"world-class petrochemical industry hub,\" Tianjin is currently implementing a three-year action plan for the high-quality development of its petrochemical industry chain. It is pushing forward projects such as Sinopec’s 1.2 million-ton ethylene production facility and the relocation and renovation of related facilities, and it continues to expand the upstream and downstream industrial chains around the leading petrochemical enterprises. By 2023, it is expected that the number of high-tech enterprises at the ** level will exceed 30, and more than 15 research and development innovation platforms at the ** level and at the provincial level will be established. This will help drive the scale of the petrochemical industry to over 200 billion yuan, with an average annual growth rate of 7.5%.
