There is a three-way stop valve on the liquid nitrogen tank, equipped with a safety valve and a burst disc. Is it in compliance with regulations to install a manual valve in front of the stop valve?

If no valve is installed, once the rupture disc breaks and the safety valve opens, it cannot be reset; wouldn’t that result in all the liquid inside being spilled? Usually, it is a valve with a handle that has clear markings. Things like this are simply used as is; pressure vessels are designed with extremely high safety factors, and every aspect of their construction is thorough and well-executed. Just use it strictly in accordance with the operating procedures. As for what standards to follow, manufacturers have people who regulate them. Just use it with confidence. For reference.
Low-temperature storage tanks are complete sets of equipment, and their design, manufacturing, and installation are all subject to strict standards; therefore, there is no need to doubt whether the valve setup complies with the regulations. What needs to be done is to implement safety measures on site, place clear warning signs, seal the valves, and prevent unauthorized personnel from accessing them.
