What happens if the torch water seal tank does not overflow?

As is well known, the main function of a water seal tank is to prevent flashback in the flare system and to control the pressure in the flare gas network by regulating the liquid level. If the water seal tank is not allowed to overflow, will there be any other consequences apart from an excessively high COD level? As long as the liquid level is high enough to prevent leakage, isn’t that sufficient?

If the water seal tank does not overflow, then what is the purpose of having a water seal? Safety measures are no longer needed.
An overflow-type water seal relies on overflow to maintain the internal liquid level; a lack of overflow or excessive overflow represents abnormal operation. If overflow is to be prevented, it is best to have measures in place to monitor the liquid level; otherwise, there will be safety risks.
Theoretically, as long as you can accurately monitor the liquid level, it’s no problem to replace the water in the water seal tank on a regular basis
