From December 21st to 23rd, Shanxi Coking Coal Group held a comprehensive review meeting for the basic engineering design of the 1 million tons per year methanol production project using coke oven gas in Taiyuan. Yang Qingmin, Deputy General Manager of Shanxi Coking Coal Group; Guo Wencang, Secretary of the Party Committee, Chairman of Shanxi Coking Group, and Secretary of the Party Committee of Shanxi Coking Feihong; Li Leigang, Director and Vice Chairman of Shanxi Coking Group Company and Chairman of Shanxi Coking Feihong; Duan Li, Director, Vice Chairman, and General Manager of Shanxi Coking Feihong; Zhang Wenan, Deputy General Manager and Chief Engineer of Shanxi Coking Feihong; Liu Zhenlin, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission of Shanxi Coking Feihong; as well as leaders and professional technical personnel from entities such as Shanxi Coking Coal, Shanxi Coking Feihong, China Tianchen Engineering Co., Ltd., and Saiding Engineering Co., Ltd., attended the meeting. The conference invited 26 experts, including Zhu Ping, General Manager of Beijing Zhonghuan Project Management Co., Ltd. and a professor-level senior engineer, and Zhang Aimin, Deputy Chief Engineer of Henan Energy and Chemical Group Corporation and also a professor-level senior engineer, to participate in the review. The scope of review for this meeting includes the design of the \"1 million tons/year coke oven gas to methanol comprehensive transformation project\", the auxiliary facilities for the \"600,000 tons/year methanol to olefins project\", the integrated and optimized design of the necessary reserve facilities for the \"1 million tons/year coal-to-methanol project\", as well as the design of the new isomerization unit for the MTO plant. At the meeting, the invited experts and leaders present carefully listened to the introduction provided by the project constructor regarding the basic details of the project, as well as the reports submitted by the main design institute and the plant design institute on the preliminary design of this project. The expert group agreed that the content and depth of the preliminary design met the requirements stipulated in the \"Regulations on the Design Content for Petrochemical Plant Foundations,\" and were sufficient to satisfy the needs of the project owner for design review, EPC bidding, and construction preparation. They also put forward 143 reasonable suggestions and recommendations regarding aspects such as process engineering, thermal dynamics, mechanical and electrical systems, civil engineering, auxiliary systems, and cost estimation. At the review meeting, Yang Qingmin, on behalf of Shanxi Coking Coal Group, congratulated on the successful holding of the meeting. From the perspective of industrial development in Shanxi Province and the group’s transformation and development, he reiterated the significance of the project. He also elaborated in detail on the necessity and importance of optimizing the project plan as well as taking advantage of suitable raw materials. He put forward two requirements: first, Shanxi Coking Coal Feihong must ensure that the feedback from the review is properly addressed; second, professionals need to study, understand, and absorb everything related to this review process, so as to transform this knowledge into their own capabilities in project construction, management, and operation in the future, and ultimately enhance the project’s competitive edge in the market once it is completed. Guo Wencang hopes that everyone will take this review meeting as an opportunity to attach great importance to the review process, recognize the technical complexity involved and the urgency of the timeline, and put forward requirements for the next steps. First, it is necessary to thoroughly implement the opinions of the experts; second, the principle of \"owner-led management\" should be continued to be applied; third, the construction of the integrated project should be launched promptly, with the goal of turning it into a model project for transformation and upgrading that features safety without accidents, quality that meets all standards, progress in line with the plan, budget adherence, immediate operational efficiency upon completion, no unfinished tasks at the end of construction, no audit issues, and strong integrity in governance. This will contribute to Shanxi Coking’s efforts to achieve its two main goals: becoming a leading enterprise in the coking industry and establishing a first-class modern coal chemical industrial park in the country. It will also allow Feihong to offer its expertise, showcase its strengths, and demonstrate its excellence. Li Lei just presided over the meeting and urged everyone to strive harder in line with the group company’s goals of \"five unifications and four first-class standards,\" to make progress steadily and complete the subsequent work on the project’s basic design as soon as possible, thereby laying the foundation for the start of construction.
On February 27, 2019, the Water Resources Department of Shanxi Province held a review meeting in Taiyuan for the \"Water Resources Assessment Report on the Comprehensive Renovation Project for Producing Methanol from Coking Gas at a capacity of 1 million tons per year by Shanxi Coking Coal Group Feihong Chemical Co., Ltd.\" A water resources expert group was established to examine the report prepared by the Shanxi Water Resources Research Institute. The 1 million tons/year coke oven gas to methanol comprehensive renovation project is a preliminary construction project for the 600,000 tons/year methanol to olefins and associated methanol integration project. The completion of this project will ensure a supply of raw materials for the 600,000 tons/year olefins project, thereby maximizing economic benefits. In the environmental impact assessment approval, the project received strong support from Shanxi Province, Linfen City, Hongtong County, as well as Shanxi Coking Coal Group. The project was approved by the Shanxi Provincial Development and Reform Commission in September 2015; upon completion, it will be capable of producing 1 million tons of methanol and 100,000 tons of LNG per year, with 30,000 tons of sulfuric acid and 21,000 tons of sulfur as by-products. To date, all 5 patented technologies have been introduced, and both the overall design and the basic design have been completed.
