Yangpu Economic Development Zone is regarded as Hainan’s “industrial heart,” with the petrochemical industry being the main force that drives this “industrial heart.” To make this \"industrial heart\" beat more strongly, and to accelerate the development of the Danyang Economic Zone, Danzhou and Yangpu are continuously introducing new petrochemical projects. Building on the existing industrial structure that focuses on oil processing at the beginning and chemical production at the end, they are bringing in projects related to olefins and new petrochemical materials, with the aim of transforming this area into a world-class hub featuring a complete industrial chain that spans oil processing, chemical production, and the manufacture of new materials. A petrochemical industry cluster worth hundreds of billions is thus taking shape at an accelerated pace. On November 15, at the PTA construction site of the second-phase project of Hainan Yisheng Petrochemical Co., Ltd., workers were lifting the steel structure of the main production hall for the PTA facility. In the main workshop, multiple towers have been lifted into place. Next to the acetic acid treatment tower, Wu Haijun, the technical supervisor of the construction company Shaanxi Huajian Engineering Co., Ltd., is discussing the next steps in the construction work with the workers. “The acetic acid treatment tower has just been installed, and the next step will be to weld ladders and platforms to the tower body. ”In the main workshop, a giant tower lies on the ground, waiting to be lifted. “This is Tower 2, a high-pressure absorption tower that is 47 meters tall and weighs 219 tons; we plan to lift it these days. ”Wu Haijun said that since the installation work on the production equipment began at the beginning of August this year, more than 50 various types of towers and storage tanks have been installed so far, with the overall installation progress reaching nearly 30%. The total investment for Hainan Yisheng Petrochemical’s Phase II project is 8 billion yuan. The construction includes a PTA production facility with an annual output of 2.5 million tons, as well as a PET production facility with an annual output of 1.8 million tons. There will also be upgrades and expansions to the solid cargo terminal, along with the construction of new office buildings, fire stations, dormitories, and other facilities. Li Bing, the head of equipment at Yisheng Petrochemical’s Engineering Department, said that as of November 15, contracts for the second-phase project amounted to approximately 5.746 billion yuan, of which around 3 billion yuan was planned to be invested in 2022. In terms of construction, about 54% of the civil work for the PTA project has been completed, while the civil work for the main units, boilers, and the pulp production facility expansion is currently in progress ; 14% of the civil engineering work for the PET project has been completed. The entire Phase 2 project is scheduled to begin trial operation in June 2023. Once the second-phase project is completed and put into operation, Yisheng Petrochemical’s PTA production capacity will reach 4.6 million tons, while its PET production capacity will reach 3.8 million tons, giving it a pivotal role in the country’s aromatic chemicals industry chain. At the construction site of the oxochemical ethylene oxide downstream derivatives project on Yuaner Second Road, workers are carrying out the roof-closing work for the steel structures of Class A, Class B, and Class C warehouses, as well as for the main plant buildings. Zhang Tao, deputy general manager of Hainan Aoke Chemical Co., Ltd., said that the civil engineering work and the construction of the main storage tanks in the raw material tank area have been largely completed, with an overall construction progress of 65%. The next focus will be on installing the main equipment and process pipelines, with plans to start trial operations with feedstock by the end of January next year. Oke Chemical’s ethylene oxide downstream derivatives project is a downstream initiative of Hainan Refining & Chemical’s million-ton ethylene project. It covers an area of 400 mu, with the first phase occupying 138.8 mu; this facility is designed to produce high-performance fine chemical products derived from ethylene oxide, including 150,000 tons per year of polyether-based high-performance water reducers, 100,000 tons per year of alcohol ethers, and 100,000 tons per year of anionic surfactants. These products are closely related to people’s daily lives, and they are one of the main raw materials for daily chemicals such as shampoos and detergents. The total investment for this project is expected to exceed 1.6 billion yuan. The Xin’aoke project, with an annual production capacity of 5,000 tons of MMT, is located right next to Oak Chemical’s project for downstream derivatives of ethylene oxide. It is also one of the projects that utilize millions of tons of ethylene as a raw material. Construction of this project is now nearing completion, with efforts being made to install production equipment and auxiliary devices; trial production is scheduled to begin in December of this year. As a lead-free gasoline anti-knock agent, MMT can improve the quality of fuel. The MMT production capacity of the Xinnaoke project and its affiliated companies accounts for half of the world’s total MMT production capacity. Ethylene is known as the “mother of the petrochemical industry” and is one of the most widely produced chemical products in the world, holding an important position in the national economy. The Hainan Refining and Chemicals million-ton ethylene project, with an investment of 28 billion yuan, is a key project in Danzhou Yangpu’s efforts to develop the olefin industry chain. At present, the main structure of the million-ton ethylene project has been completed, and the production equipment is being tuned up; commissioning with feed is scheduled for the end of December this year. In addition to Oak Chemical’s downstream derivatives of ethylene oxide and Xin’aoke’s 5,000-ton MMT project, there are also projects such as Baling Petrochemical’s annual production of 170,000 tons of styrene-based thermoplastic elastomers, Zhongke Qicheng’s (Phase I) annual production of 100,000 tons of PBAT-based biodegradable resins, and Yizheng Petrochemical’s annual production of 60,000 tons of PBST via continuous polymerization. All these projects are advancing at an accelerated pace to meet their annual targets. In the future, once the million-ton ethylene plant and its related downstream projects are completed and put into operation, an industrial cluster worth over 100 billion yuan will be formed, serving as a new driving force for Hainan’s industry; Hainan’s \"industrial heart\" will thus become even stronger. It is understood that in order to improve the quality and speed of project construction, sustain the vitality of market entities, and make every effort to achieve the annual targets, Danzhou has carried out initiatives such as \"10,000 officials going to enterprises\" and \"Party flags to serve enterprises\", providing proactive support to address the difficulties and problems encountered in project implementation, thereby facilitating the early completion, operation, and effectiveness of these projects. By taking on new responsibilities and making new efforts, we will ensure that the spirit of the Party* and the decisions made at the second plenary session of the eighth provincial committee are put into practice in Danzhou, thereby contributing Danzhou’s share to the development of Hainan Free Trade Port.
