On the morning of December 31, 2022, the site of the Anqing Petrochemical Refining and Conversion Project was filled with the sound of drums and gongs and fluttering colored flags, as a grand ceremony was held to mark the complete completion of the project. The relevant responsible persons from the project construction unit, supervision unit, design unit, etc., as well as all members of the company’s leadership team were present*. Hua Jiahong, Secretary of the Anqing Municipal Party Committee and Executive Vice Mayor, presided over the ceremony to announce the start of the handover process for the project aimed at adjusting the structure of Anqing Petrochemical’s refining operations. Liu Xiaohua, representative of the branch company and secretary of the Party committee, delivered an enthusiastic speech, expressing sincere gratitude on behalf of Anqing Petrochemical to all those involved in the project, as well as offering them high regards! Liu Xiaohua pointed out that the full completion of this project by CCCC is a concrete manifestation and practical application of the Party’s *spirit, and it holds milestone significance in the history of Anqing Petrochemical’s fourth phase of development. Since the feasibility study for the project was approved in April 2020, and the main construction work began in June 2021, all those involved in the project worked hard to overcome difficulties and collaborated closely. They faced high temperatures, severe cold, and the challenges posed by the pandemic, working day and night, often in 5+2 shifts, to stay at the construction site. With united efforts and diligent work, they overcame various obstacles. By ensuring safety and quality, it took 18 months to reach the conditions necessary for full completion of the project, resulting in a high-quality construction outcome. Liu Xiaohua emphasized that completion of the project is not an end, but a new beginning. He hoped that all parties involved in the project would see it through to the end, adhere to the principle of \"taking responsibility until the job is done,\" abandon the idea of taking a break, and continue to work diligently on finalizing the construction and addressing any issues, resolving them before work starts so as to lay a solid foundation for safety and quality. The relevant functional departments of Anqing Petrochemical should further optimize the overall commissioning plan, organize the trial operation and commissioning processes carefully and in a scientific manner, striving to meet the requirements of \"safety, sustainability, and on-time completion\". The relevant departments must continue to uphold a sense of ownership, fulfill their responsibilities as owners, and go all out to prepare for the commissioning process. They should organize individual and joint tests in a safe and efficient manner. By going through the commissioning process, they can train cadres, strengthen the team, and develop new employees, thus laying a solid foundation for achieving a successful commissioning on May 30th and ensuring safe and stable operation over a long period of time. Cheng Lei, the general manager of the company, presided over the ceremony, while Zhang Yejin, the deputy general manager, spoke on behalf of the construction party. The project contractors, Sinopec Nanjing Engineering Company, the Fifth Construction Company, and the Tenth Construction Company, reported on the progress of the construction work and submitted an application for intermediate handover inspection. Anhui Wanwei, representing the supervision unit, presented the results of the inspection of the physical assets and related documentation for the intermediate handover. The design unit and the user unit also spoke one after another, while the General Station for Quality Supervision of Petrochemical Projects issued its opinions regarding the intermediate handover inspection of the project. During the ceremony, representatives from the project construction unit, supervision unit, receiving unit, owner’s unit, quality supervision station, and design unit jointly signed the intermediate handover certificate for the 3 million tons per year heavy oil catalytic cracking unit. Units involved in project construction, installation, supervision, and design, as well as the company’s safety director, deputy chief engineers, heads of various units and departments, representatives from the Project Management Department, Refining Department 1, Chemical Engineering Department 3, Water Treatment Department, and the Electrical and Instrumentation Center attended the ceremony that took place that morning.
