On January 3, Wang Jinzu, mayor of Zhangzhou City in Fujian Province, said that efforts will be made to create platforms and frameworks for the development of the Gulei Petrochemical Base, with high standards applied to its construction, in order to promote the improvement of key areas. That morning, the second session of the 17th Zhangzhou People’s Congress opened, and Wang Jinzu, representing the city’s **government, delivered a work report to the congress. He said that the entire city should continue to make every effort to accelerate the development of the Gulei Petrochemical Base, ensuring that the industrial output value exceeds 100 billion yuan, the total investment in ongoing industrial projects exceeds 100 billion yuan, and the total investment in newly signed and under-discussion projects also exceeds 100 billion yuan. Wang Jinzu said that efforts must be made to overcome the challenges associated with the \"oil-related issues,\" so as to ensure the official commencement of the second phase of the Gulei refining and chemical integration project, as well as to accelerate the construction of the Sino-Saudi Gulei ethylene project, with the goal of creating a world-class petrochemical complex for oil refining, aromatics production, and ethylene manufacturing ； Further developing the \"chemical tail\" sector, by building industrial chains around \"aromatics-polyesters\" and \"olefins-plastics\", it focuses on developing high-end polyester, polyolefin, and electronic chemistry industries. It promotes the commissioning of projects such as Shengtong Carbon Tetra, as well as the signing of agreements for projects like Zhongsha Engineering’s modified materials, thereby facilitating the aggregation of the fine chemical industry along these industrial chains. The Gulei Petrochemical Base is located across the sea from Taiwan. It is one of the seven major petrochemical bases on the Chinese mainland, and it constitutes a key development area within Fujian Province’s petrochemical industry framework of “two bases and one zone”. In recent years, through years of effort, Zhangzhou has seen major petrochemical projects being implemented at Gulei at an accelerated pace. According to official data, as of now, the Gulei Petrochemical Industrial Park has 53 industrial projects that are already in operation, under construction, signed, or in advanced negotiation stages. The total investment in these projects amounts to 322.691 billion yuan, with an estimated annual output value of 422.495 billion yuan once they reach full capacity. In early December last year, Sinopec and Aramco signed a framework agreement for the second phase of the Fujian Gulei refining and chemical complex project, marking new progress in these two major Sino-Saudi cooperation projects in Fujian Gulei. On December 19 last year, the Zhangzhou Gulei integrated refining and chemical complex – the largest petrochemical cooperation project across the Taiwan Strait – began commercial operations. This event is regarded by the industry as a new milestone in the integrated development of the petrochemical sector across the strait, and it holds great significance for optimizing the layout of the refining and chemical industries on both sides as well as for expanding and improving the petrochemical industry chains there. Accelerating the development and construction of Gulei has attracted considerable attention from all sectors. Qiao Hongfang, a member of the Zhangzhou Municipal Political Consultative Conference and from the Zhangzhou Committee of the Revolutionary Committee of the Chinese Kuomintang, suggested that advantages should be leveraged to accelerate the integrated development of the petrochemical industry between Zhangzhou and Taiwan, thereby promoting Zhangzhou’s development as the \"first home for Taiwanese compatriots and enterprises\" as well as a \"demo zone for the deep integrated development of the petrochemical industry across the Taiwan Strait.\" Actively explore new paths for the integrated development between Zhangzhou and Taiwan, and create a model in Zhangzhou for a common market for the petrochemical industries on both sides of the strait. Qiao Hongfang believes that it is necessary to actively seek policies favorable to the integrated development of the petrochemical industry in Zhangzhou and Taiwan, and to continue pushing for the upgrade of the Gulei Development Zone to a **-level economic development zone ； Through close cooperation, we will continue to introduce a series of Taiwan-based projects aimed at completing supply chains, expanding existing projects, and upgrading them.
