On the morning of May 19, the groundbreaking ceremony for CNOOC Shell Huizhou Phase III Ethylene Project (hereinafter referred to as the “CNOOC Shell Phase III Project”) was held in Daya Bay, Huizhou. The CNOOC Shell Phase III project is jointly developed by CNOOC and Shell, with a total investment of around 52.1 billion yuan. It includes a 1.6 million tons per year ethylene cracking unit, as well as 18 other chemical production units, utility systems, and supporting facilities. The proposed ethylene cracking unit is one of the largest cracking units in the world. The project will also include the construction of polyolefin plants and high-end polyether polyol plants on a world-class scale, and it will introduce for the first time in Asia and within the country new technologies for producing alpha-olefins, synthetic alcohols, and lubricant base oils. Once the project is completed and put into operation, CNOOC Shell’s total ethylene production capacity will reach 3.8 million tons per year. It will be able to supply over 11 million tons of petrochemical products to the market each year, meeting the demand for these essential petrochemical products in the country. By increasing production capacity, the project will also contribute to ecological sustainability within the petrochemical complex, helping to improve energy efficiency and reduce carbon emissions. Building on the successful cooperation between CNOOC and Shell in phases one and two, CNOOC and Shell have joined forces once again to invest in the construction of phase three. This move not only aligns with the strategic development plans of the petrochemical industry but also enables CNOOC and Shell to leverage their respective strengths in order to meet the market demand for high-performance chemical materials and advanced chemicals in the Guangdong-Hong Kong-Macao Greater Bay Area, thereby addressing the structural shortage of high-end polyolefin products in China. The new processes and products brought about by this project will further enhance the technical level of China’s chemical industry, contributing significantly to Huizhou’s efforts to develop a petrochemical and new materials industry cluster worth trillions of yuan, as well as to Daya Bay’s pursuit of becoming a world-class hub for green petrochemical industries.
