On December 24, 2025, the Taizhou Ecology and Environment Bureau issued its approval for the Environmental Impact Assessment report related to the high-end chemicals project of Taizhou Xinpu Chemical (Taixing) Co., Ltd. The project plans to construct on the site located east of Zhabei Road, north of Tuanjiehe Road, west of Yanjiang Avenue, and south of Yangjiang Road in the Taixing Economic Development Zone, one syngas production unit with a capacity of 62,400 Nm3/h, one butyl acetate production unit with an annual capacity of 500,000 tons, one polypropylene production unit with an annual capacity of 400,000 tons, one gas separation unit with a capacity of 16,000 Nm3/h, one ethane tank with a capacity of 200,000 cubic meters, as well as other supporting facilities. Once completed, the project will have an annual production capacity of 323,000 tons of syngas, 1,840 tons of hydrogen, 413,240 tons of n-butyl aldehyde, 236,000 tons of n-butanol, 90,000 tons of isobutyl aldehyde, 150,000 tons of isooctanol, 205,300 tons of oxygen (194,200 tons of gaseous oxygen and 11,100 tons of liquid oxygen), 433,600 tons of nitrogen (including 429,300 tons of gaseous nitrogen and 0.43 tons of liquid nitrogen), 9,400 tons of liquid argon, and 400,000 tons of polypropylene. On October 13, 2025, the People’s Government of Taixing entrusted Yangzhou Survey and Design Institute Co., Ltd. with carrying out the surveying and mapping for this project, and the Taizhou Development and Reform Commission confirmed that the shortest distance from the project’s boundary to the banks of the main and tributary streams of the Yangtze River (the boundaries of the river management areas designated by the water resources authorities) is 706 meters. Subsequently, the construction unit further optimized the layout of the plant area; aside from auxiliary buildings and weighbridges, there are no production-related constructions within a one-kilometer radius on land within the river management zone designated by the water resources department. This project does not include the construction of off-site pipelines and pipe galleries; relevant matters must be submitted for separate environmental impact assessment procedures.
