Recently, the Zhejiang Provincial Development and Reform Commission released the list of key construction projects under Zhejiang’s “Thousand Projects, Trillion Yuan” initiative for expanding effective investment in 2025. According to the project list, there are 75 projects in the field of green petrochemicals and new materials. Among them, there are 7 petroleum refining and chemical projects, and 16 fine chemical projects. New chemical materials: The Circular Economy Industrial Park Project for the C3 industrial chain by Zhejiang Huanyang Xinghua New Materials Co., Ltd.; The project by Turui New Materials to produce 75,000 tons of battery-grade iron phosphate and 6,000 tons of lithium iron phosphate annually; The integrated green smart manufacturing project by Huayou to produce 400,000 tons of ternary precursors for lithium batteries and 50,000 tons of ternary materials annually; The project by Zhonghong New Materials to produce 2.5 million tons of differentiated polyester fiber materials and 100,000 tons of polyester film materials annually; The demonstration industrial park project for innovative green technologies by Hengyi; The project by Zhejiang Yu Yue New Materials to manufacture optical-grade functional film materials; The project by Zhejiang Huangma Kaimeike Advanced Polymer New Materials Co., Ltd. to produce 330,000 tons of high-end functional new materials annually; The project by Zhejiang Zhongying New Materials Co., Ltd. focused on the manufacturing and application of carbon fiber composite materials; The construction project by Zhuji Weiku to produce 1.2 million square meters of flexible liquid crystal films annually; The project by Zhejiang Zhongning Silicon Industry involving silicon-carbon anode materials and high-purity silane products; The production base project by Beifang Special Gases to produce 50,000 tons of electronic-grade silane specialty gases and 70,000 tons of silicon-carbon anode materials; Phase I of the raw material production base project by Jutai New Energy; The construction project by Zhejiang Nanyang Huacheng to produce 30,000 tons of electronic film materials for new energy applications annually; The project by Hangzhou Hexing to produce 350 tons of carbon fiber annually; The 120,000-ton/year high-end new materials project by Ningbo Zhongzhe (Zhejiang) Polymer New Materials Co., Ltd.; The production line project by Zhejiang Longfa to produce 30,000 tons of graphene-carbon nanotube composite conductive slurries and 10,000 tons of silicon-carbon anode materials annually; The project by WanKai New Materials Co., Ltd. to produce 750,000 tons of PET polymer materials annually; The project by Purolite to produce 32,000 tons of functional new materials annually; The project by Zhejiang Yage Xin’an Electronic New Materials Co., Ltd. to produce 2,000 tons of electronic-grade silane and silicon-based specialty gases annually; The project by Qingtian Hongyu New Materials Co., Ltd. to produce 300 million square meters of new materials annually.Oil refining and petrochemicals: Phase V of the Daxie Petrochemical fractionation project; Phase II of the Zhenhai Green Petrochemical Base project (ethylene section); The project on high-end synthetic new materials by Zhenhai Refining & Chemical; The integrated project by Zhejiang Weixing Energy to produce 40,000 tons of hydrogen and other chemical new materials as well as to utilize hydrogen energy; The high-end new materials project by Zhejiang Petrochemical Co., Ltd.; The renovation and upgrading project of the integrated oil refining and petrochemical complex by Zhejiang Petrochemical Co., Ltd.; The renovation and upgrading project of the integrated oil refining and petrochemical complex by Zhejiang Petrochemical Co., Ltd. Fine chemicals: The project by Zhejiang Wulong New Materials to produce 1.5 million tons of new green building material additives and to construct its own wharf; The technical renovation project by Jiaxing Petrochemical Co., Ltd. to produce 3 million tons of purified terephthalic acid and related facilities; The 300,000-ton/year polyvinyl chloride project by Zhejiang Jiajia Xingcheng New Materials Co., Ltd.; The project by Zhejiang Saibenda New Materials Technology Co., Ltd. to produce 150,000 tons of surfactants and 100,000 tons of textile auxiliaries annually; The integrated project by Zhejiang Yuanjin New Materials Co., Ltd. for the comprehensive utilization of alkane resources; The project by Zhejiang Jinhaiwan Holding Co., Ltd. to produce 50,000 tons of nickel-cobalt-manganese composite new materials annually; The project by Zhejiang Fanghua Chemical Co., Ltd. to produce 31,000 tons of fluorine-containing new materials and novel functional chemicals, along with the establishment of a corporate research institute; The project by Zhejiang Sanmei to set up a production line capable of intelligently packaging 35 million bottles/containers of refrigerants, together with supporting facilities; The Jintang New Materials project by Rongsheng New Materials (Zhoushan) Co., Ltd.; The high-performance resin project by Zhejiang Petrochemical Co., Ltd.; The project by Zhejiang Zhongke Liren New Materials Technology Co., Ltd. to develop and produce 100,000 tons of purely water-based cationic eco-friendly coating agents annually; Phase II of the project by Zhejiang Hengxiang New Materials Co., Ltd. to produce 200,000 tons of high-end interface agents annually; The construction projects by Zhejiang Sanmei Chemical Co., Ltd. involving 90,000 tons/year of epichlorohydrin, 10,000 tons/year of tetrafluoropropene, and 20,000 tons of polyvinylidene fluoride; The research, development, production, and reserve project for green fertilizers in Zhejiang; Phase II of the raw material production base project by Jutai New Energy; The Ningbo New Materials Industrial Park project by China National Building Materials Group Corporation.
In addition, there are various high-level scientific innovation platform projects in the chemical sector, including the Zhejiang Green Petrochemical Technology Innovation Center project; the Satellite Future R&D Center project by Satellite New Materials R&D Co., Ltd.; the Jintang High-End Fine Chemicals R&D and Pilot Test Base project; the Graphene Innovation Center construction project; the infrastructure project for the Zhejiang High-End Chemicals Technology Innovation Center; Phase II of the pilot test and training base construction project at the Quzhou Research Institute of Zhejiang University; The project by Zhejiang Tianfu Hongyun Energy Technology Co., Ltd. to produce 400,000 tons of biodiesel, 100,000 tons of biojet fuel, and marine biofuel blends annually; The Changxing Hydrogen Energy Research Institute project; and the project to produce 40,000 tons of new high-end (specialty) resins containing conjugated units annually.
