The 20.5 million tons per year project at Dalian Petrochemical was put on hold after it was proposed in 2014; in June 2021, the plan to relocate Dalian Petrochemical was brought back to the agenda. The first phase of this project involves building a refinery with a capacity of 10 million tons per year and an ethylene plant with a capacity of 1.2 million tons per year. Approval for this project is expected to be obtained within 2021, construction will begin the following year, with the goal of completing it and putting it into operation by 2024. Subsequently, the second phase of the relocation project was launched; once all facilities are completed and put into operation, a refining capacity of 20 million tons and an ethylene production capacity of 2.4 million tons will be achieved in Nishinakajima. After the relocation, Dalian Petrochemical will transform from a fuel-based refinery into a chemical-based refinery. Guangdong Petrochemical’s 20 million tons per year project includes 20 million tons per year of refining capacity (including 2.6 million tons per year of aromatics) and 1.2 million tons per year of ethylene production; it is scheduled to be fully operational by 2022. Once it is completed and put into operation, it will **reduce China’s reliance on foreign imports for aromatics needs and enhance its self-sufficiency in raw materials. This project was funded jointly by China National Petroleum Corporation and Venezuela’s PDVSA, and is managed and operated under a joint-stock enterprise model; initially, CNPC held a 60% stake in the refining section while PDVSA held a 40% stake. The Yunnan Petrochemical 13 million tons per year project has a total investment of 23.6 billion yuan; its designed processing capacity is 13 million tons per year. It features 17 main production units and adopts an \"environmentally friendly full hydrogenation process flow.\" Construction began in April 2013, and after more than four years of construction and preparation for operation, the plant was officially put into production on August 2, 2017. The refinery uses crude oil transported via the China-Myanmar oil and gas pipeline as raw material, and its products are mainly supplied to Yunnan Province, serving also the southwestern and southern Chinese regions; some of these products are exported to South Asia and Southeast Asia. The Fushun Petrochemical 11.5 million tons/year project has a crude oil processing capacity of 11.5 million tons per year and an ethylene production capacity of 1 million tons per year. It is not only a large-scale integrated petrochemical enterprise that covers oil processing, chemical production, fiber manufacturing, plastic production, cleaning products, wax production, and agent production, but it is also the world’s largest paraffin production base, Asia’s largest surfactant production base, and China’s largest production base for precious metal catalysts. Lanzhou Petrochemical’s 10.5 million tons per year production project: Lanzhou Petrochemical Company integrates oil refining, chemical manufacturing, and fertilizer production. It has a crude oil processing capacity of 10.5 million tons per year, as well as an ethylene production capacity of 700,000 tons per year; it also possesses the necessary facilities for secondary processing. The company is able to produce more than 400 different petrochemical products, including gasoline, diesel, kerosene, lubricants, catalysts, and synthetic rubber. It is also one of the three major production bases for catalytic cracking catalysts in China. The Dalian West Pacific Petrochemicals 10 million tons per year project is China’s first large-scale Sino-foreign joint venture in the petrochemical industry, funded jointly by Chinese and French shareholders. It focuses on processing high-sulfur crude oil, with all products undergoing hydrogenation refining; it has developed the capability to produce more than 30 different grades of products across over 10 categories, including lead-free gasoline, light diesel, aviation fuel, naphtha, fuel oil, liquefied gas, and polypropylene. The 10 million tons per year petrochemical project in Guangxi was put into operation in 2010. It is the first oil refining project of this scale in southwestern China, with a total investment of 15.2 billion yuan. It includes over 20 main production units and supporting facilities, such as a 10 million tons per year atmospheric and vacuum distillation unit, a 3.5 million tons per year heavy oil catalytic cracking unit (with the flue gas desulfurization facility coming online on September 29, 2015), a 4 million tons per year residue hydrodesulfurization unit, a 2.2 million tons per year wax oil hydrocracking unit, a 2.4 million tons per year diesel hydrorefining unit, a 2 million tons per year diesel hydrotreating unit, a 2.2 million tons per year continuous reforming unit, a 600,000 tons per year gas fractionation unit, a 200,000 tons per year polypropylene production unit, a 1.2 million tons per year gasoline refining unit, a 1 million tons per year gasoline hydrodesulfurization unit, and a 400,000 tons per year light naphtha isomerization unit. Since the project came online, more than 98 million tons of crude oil have been processed in total; by December this year, that figure is set to exceed 100 million tons. The cumulative industrial output value has reached over 470 billion yuan. The Dushanzi Petrochemical 10 million tons per year project has total assets of 42.2 billion yuan. It has the capacity to process 10 million tons of crude oil per year, produce 1.22 million tons of ethylene per year, and store 5 million cubic meters of crude oil. It is able to manufacture over 600 different petrochemical products across 26 categories, including fuel oils, polyolefins, rubber, and aromatics. Sichuan Petrochemical’s 10 million tons per year project includes a refining capacity of 10 million tons per year and an ethylene production capacity of 800,000 tons per year. It is able to produce a range of products such as gasoline, diesel, aviation kerosene, benzene, p-xylene, polyethylene, polypropylene, ethylene oxide, ethylene glycol, butanol, octanol, and cis-butadiene rubber. These products are primarily supplied to the southwestern region of China, while also being exported to markets both domestically and internationally. It was completed and put into operation in 2014. The North China Petrochemicals 10 million tons per year project is located in Renqiu, Hebei. The expansion and upgrade project was successfully put into operation in 2019, with a total investment of over 31 billion yuan. It increased the annual processing capacity by another 5 million tons, bringing the total to 5 million tons per year; this setup allows for separate storage and processing in the new and existing plant facilities. It serves as an important energy source for the accelerated development of the new area, the Beijing-Tianjin-Hebei region, and Beijing Daxing International Airport. The 10 million tons per year project at Daqing Petrochemical was put into operation in 2020 as part of the project to adjust and upgrade its refining operations. The total investment in this project amounted to 4.447 billion yuan; it included the construction of a new catalytic cracking unit with a capacity of 2 million tons per year, a new gas fractionation unit with a capacity of 600,000 tons per year, two new sulfur recovery units, each with a capacity of 20,000 tons per year, upgrades to the 3.5 million tons per year atmospheric and vacuum distillation units, as well as upgrades to the 1.2 million tons per year hydrofinishing unit. As a result, Daqing Petrochemical Company officially joined the ranks of enterprises with integrated refining and chemical processing capabilities capable of producing tens of millions of tons per year, and can now supply more basic chemical raw materials such as propylene and liquid hydrocarbons. The 10 million tons per year project at Jilin Petrochemical: In 2010, the expansion project to increase Jilin Petrochemical’s refining capacity by 10 million tons was successfully commissioned, raising the company’s annual crude oil processing capacity from 7.5 million tons to 10 million tons. The plant also has a production capacity of 850,000 tons per year for ethylene and 600,000 tons per year for fuel ethanol, laying a solid foundation for the future acceptance and blending of Russian crude oil as well as for the overall optimization of its refining operations. Jilin Petrochemical’s 10-million-ton oil refining expansion project is a key initiative by China National Petroleum Corporation to build an oil and gas corridor in the Northeast and to restructure the oil refining industry in the Jilin region. It includes facilities for atmospheric and vacuum distillation with a capacity of 6 million tons per year, catalytic cracking with a capacity of 1.4 million tons per year, gas fractionation with a capacity of 600,000 tons per year, and diesel hydrogenation units with a capacity of 1.6 million tons per year. After multiple upgrades to the project, Liaoyang Petrochemical now has a crude oil processing capacity of 10 million tons per year. It is able to produce 4.3 million tons of high-quality diesel, 2.6 million tons of gasoline, and 500,000 tons of aviation fuel per year. Additionally, it has the capacity to produce 1.6 million tons of aromatics, 300,000 tons of polyester, 200,000 tons of ethylene, and 140,000 tons of purified adipic acid.
