On May 5, China National Petroleum Corporation’s Dalian Petrochemical Company held a meeting on the integrated refining and chemical processing project at Xizhongdao to discuss the key tasks and challenges in the early stages of the project, as well as to make arrangements for the key tasks in the next phase. The key tasks for the preparatory team of the refining and chemical integration project have been clarified. On May 2, Wu Kai, executive director and Party secretary of China Petroleum Dalian Petrochemical Company, along with Zhu Guan, deputy general manager, visited the site of the Xizhongdao Petrochemical Industrial Park project for an inspection. The project to relocate PetroChina’s Dalian petrochemical facilities has a long history. In 2013, the National Development and Reform Commission proposed a \"Plan for the Layout of the Petrochemical Industry (Draft for Comments)\\", which called for the establishment of seven major petrochemical industrial bases across the country. The environmental impact assessment report indicates that China National Petroleum Corporation and the Dalian Municipal People’s Government have signed a Framework Agreement on Cooperation for the Dalian Changxing Island Refining Project, with the aim of transferring the 2,050×10^4 tons per year crude oil processing capacity of CNPC Dalian Petrochemical Company to Changxing Island. This project processes 15 million tons of imported Russian crude oil each year. According to CNPC’s plans, the Changxing Island refining and chemical complex is part of the relocation and renovation project for Dalian Petrochemical Company; the project is constructed in phases, with the first phase involving new construction and the second phase involving relocation. On November 20, 2022, the signing ceremony for the cooperation framework agreement on the relocation and renovation project of Dalian Petrochemical by the Dalian Municipal Government and China National Petroleum Corporation was held. In March 2024, Dalian and China National Petroleum Corporation held a working meeting in Beijing, during which the two parties reached agreements on the timeline for the relocation and the construction of the new plant facility on Changxing Island (Xizhong Island) in Dalian. Substantial progress has been made in the project to relocate and upgrade Dalian Petrochemical’s facilities. On November 16, 2024, the pre-feasibility study report for the refining and chemical integration project at Dalian Petrochemical Branch (Xizhongdao) was approved by China National Petroleum Corporation. The project will follow a development strategy of \"differentiation, high-end orientation, and uniqueness.\" It plans to build a refinery with an annual production capacity of 10 million tons, an ethylene plant with an annual output of 1.4 million tons, as well as a range of downstream chemical and new material projects, aiming to create a new type of integrated refining and chemical complex that is green, low-carbon, and efficient. On December 11, 2024, Shenyang Aostar Safety Technology Co., Ltd. was awarded the contract for the safety pre-assessment project of the Public Pipeline Project (Phase III) as part of the infrastructure construction project in the Dalian Changxing Island (Xizhongdao) Petrochemical Industry Base – Xizhongdao Refining and Chemical Industry Park. On February 10, 2025, CNPC Jilin Chemical Engineering Co., Ltd. became the sole supplier for the direct procurement task of preparing the section related to the 200,000 tons per year polyolefin elastomer (POE) production facility as part of Dalian Petrochemical Company’s (Xizhongdao) integrated refining and chemical processing project. On February 10, 2025, China Global Engineering Co., Ltd. was selected as the service provider for the direct procurement tasks related to the preparation of the separate sections for Project 1’s 400,000 tons per year PP plant, Project 1’s 450,000 tons per year FDPE plant, and Project 2’s 450,000 tons per year FDPE plant, which are part of the Dalian Petrochemical Company’s (Xizhongdao) integrated refining and chemical processing project. On February 20, 2025, Dalian Hongyun Urban Planning and Design Co., Ltd. was awarded the Contract B for the preliminary consultation work related to the road construction projects associated with the crude oil storage facilities, as part of the infrastructure development project for the Dalian Changxing Island (Xizhongdao) Petrochemical Industry Base – Xizhongdao Refining and Chemicals Industrial Park. On February 20, 2025, Dalian Urban Planning and Design Research Institute Co., Ltd. was awarded the contract for Package A of the preliminary consultation work related to the road construction projects supporting the crude oil storage facilities in the Dalian Changxing Island (Xizhongdao) Petrochemical Industry Base – Xizhongdao Refining and Chemical Industry Park. In March 2025, Dalian Longsheng Construction Engineering Co., Ltd. won the bid for projects related to the petrochemical industry complex in Dalian Changxing Island (Xizhong Island), with a bid price of 17,233,022.16 yuan. On April 25, 2025, the announcement of the results of the public competitive bidding process for the social stability risk assessment of Dalian Petrochemical Company’s (Xizhongdao) integrated refining and chemical processing project was released.
