The Plan requires that eligible enterprises, third-party service agencies, universities and research institutions, local governments, and other entities be supported in establishing pilot-scale production platforms independently or in collaboration. Promote the establishment of a chief expert (chief engineer) on the pilot-scale testing platform to lead the formulation and implementation of pilot-scale testing plans ; Support professional teams for operation and management to improve efficiency ; It supports \"industry professors\" and \"vice presidents for technology\" to carry out activities at the pilot-scale platform. Zhejiang Province will strengthen the development of the corporate model. Push for the pilot-scale platform to become an independent legal entity, and establish a streamlined and efficient organizational structure in accordance with the law. It supports pilot-scale platforms in being equipped with specialized equipment necessary for technical maturation, process validation, sample production, and scale-up trials, as well as supporting facilities for safety, environmental protection, and energy management. It supports the participation of various parties, including government funds and private capital, in the construction process. Promote the operational management of the pilot-scale platform on a market-based basis. Promote the operational model of “pilot testing + investment + incubation + funds + application scenarios”. Zhejiang Province has also allocated real funds to support the construction of pilot-scale platforms. For newly recognized provincial pilot platforms, the provincial finance department provides a one-time subsidy of up to 10 million yuan. For those upgraded to a **level pilot platform, the provincial government provides a subsidy of 30 million yuan. For provincial pilot platforms that achieve excellent results in their annual performance evaluations, the provincial finance department awards 1 million yuan to each of them, with the possibility of receiving such an award only once within a period of 3 years. Local authorities are encouraged to provide subsidies of a certain amount for the operating costs of pilot-scale platforms that have a public nature. Localities are encouraged to provide subsidies for pilot-scale testing costs through mechanisms such as innovation vouchers and service vouchers. For eligible pilot projects, efforts should be made to secure support through ultra-long-term special government bonds as well as by coordinating the use of local government bonds. Zhejiang Province plans to further improve the level of its pilot-scale testing platforms by 2030, and to enhance the capabilities for such testing, so as to fully meet the diverse and multi-level needs of various innovation entities in this area.
