On July 6, the ** website of Fujian Province released the province’s special plan for the high-quality development of the manufacturing sector during the 14th Five-Year Plan period. By 2025, the scale of the province’s petrochemical industry is expected to reach 1 trillion yuan. Fujian Province will focus on integrated and refined development, striving to create \"two bases and one special zone.\" It will increase refining capacity as appropriate, enhance the supply of raw materials such as olefins and aromatics, promote the deep processing of petrochemical products, and develop plastics, rubbers, and specialty chemicals. Regarding basic chemical raw materials, the Plan calls for accelerating the development of large-scale petrochemical projects in the “two bases and one special zone,” improving the level of integration between refining and chemical production, and enhancing the supply capacity for basic raw materials such as olefins and aromatics. The Meizhou Bay Petrochemical Base is advancing the construction of projects such as Yongrong New Materials’ propane dehydrogenation to produce propylene and related new materials, as well as Guoheng Chemical’s propane dehydrogenation (PDH) and polypropylene (PP) production facilities. The Zhangzhou Gulei Petrochemical Base is advancing the construction of projects such as the Sino-Saudi Gulei Ethylene Plant and the second phase of the Gulei Refining and Chemical Processing complex. In the Jiangyin Chemical and New Materials Zone in Fuzhou, construction is underway on projects such as Jing Petrochemical’s polypropylene plant and the Wanhua Chemical (Fujian) Industrial Park. Regarding highly processed petrochemical products, the Plan calls for promoting the development of differentiated highly processed industrial chains within petrochemical parks, and for vigorously advancing the production of various mid- and downstream petrochemical products. Quangang, Quanhui Petrochemical Industrial Park, and Zhangzhou Gulei Petrochemical Base are advancing the construction of projects aimed at strengthening, extending, and complementing the industries in the mid- and lower stages of the industrial chain; these efforts aim to increase production capacity for trienes, triphenyls, ethylene glycol, PX, propylene oxide, etc., as well as to develop key products such as styrene, vinyl acetate, EVA, ABS, and MMA. The Fuzhou Jiangyin Chemical New Materials Zone focuses on expanding the production of medium- to long-term/medium-grade petrochemical polypropylene products, as well as developing alternatives to imported high-end varieties. The Wanhua Chemical (Fujian) Industrial Park aims to improve the technology and production capacity related to TDI production, introduce new MDI products, and further develop polyurethane-based products. The Shimen’ao Chemical New Materials Industrial Park and the Lianjiang Kemeng Chemical New Materials Industrial Park focus on developing projects in the mid- and lower-stream segments of the petrochemical industry chain; they work to strengthen the caprolactam/polyamide 6 industry chain, expand the industrial applications of polyamide 6, develop new products, and advance the production of adiponitrile/polyamide 66 products. Regarding plastics and rubber, the Plan proposes to develop new high-quality plastic products for use in automobiles, packaging materials, agricultural pipes, medical materials, etc., by building on integrated refining and chemical processing projects. Advance the development and production of biodegradable film materials, accelerate the growth of high-performance films for special applications, functional composite film materials, and new types of functional pharmaceutical packaging films, and promote the construction of the Baihong functional polyester film project. Develop new plastic pipe systems for construction and municipal water supply and drainage, and create and produce daily-use plastic products that are environmentally friendly, resource-saving, energy-efficient, and feature innovative designs. Vigorously develop high-performance synthetic rubbers such as copolymerized styrene-butadiene rubber, rare earth cis-butadiene rubber, nitrile rubber, and ethylene-propylene rubber. Regarding specialty chemicals, the Plan calls for the development of specialized electronic chemicals such as etchants, packaging materials, high-purity reagents, specialty gases, solvents, adhesives specific for electronics, and functional resins. Leveraging industrial clusters such as the Jintang Industrial Park in Shaowu, Nanping, the Jiaoyang Industrial Park in Shanghang, Longyan, and the Huangsha New Materials Circular Economy Industrial Park in Sanyuan, Sanming, it strengthens the support provided by research and innovation platforms like the Nanping Resource Chemistry Industry Technology Research Institute and the Sanming Fluorine Chemical Industry Technology Research Institute. It also makes use of enterprises such as Sanai Fu, Yongjing Technology, Yongxin New Materials, Dongying Chemical, Haishifu Chemical, and Sannong New Materials to develop new fluoropolymer materials, fluorine-based fine chemicals, and intermediates. By addressing key gaps in the industry chain, such as those related to electronic-grade hydrofluoric acid and lithium battery electrolytes, it promotes the clustered development of the fluorine chemical new materials industry. The Plan outlines the development directions for new chemical materials, focusing on strengthening and advancing the development of advanced polymer materials such as high-performance polyolefins, high-end engineering plastics, special synthetic rubbers, and new types of coating materials, while also making significant efforts to develop new fluorine-based materials ； Increase the overall self-sufficiency rate of new chemical materials, accelerate the development of green processes and products in the fine chemicals sector, and make key breakthroughs in high-end fine chemical products such as advanced surfactants and electronic chemicals. Fujian Province will foster and expand a number of manufacturing industry clusters worth hundreds of billions, characterized by prominent core businesses, distinct features, and strong growth potential. Petroleum and chemical industry clusters with a scale exceeding 300 billion are being cultivated; specifically, an integrated petrochemical industry cluster is being developed, with Meizhou Bay and Gulei as key areas ； Leveraging the Fuqing Jiangyin Chemical New Materials Zone, Shimen’ao Chemical New Materials Industrial Park, Lianjiang Kemeng Chemical New Materials Industrial Park, etc., a chemical new materials industry cluster will be developed.
