The Garnatma refinery has resumed operations

　　According to Sinochem News, recently Ghana’s **Refining Company announced that its Tema refinery has resumed operations, ending a nine-year shutdown that lasted since 2017. The refinery is designed to have a production capacity of 45,000 barrels per day, and it is currently operating at a rate of 28,000 barrels per day. 　　Prolonged shutdowns are mainly due to debt problems. Due to the inability to repay its debts, its main lender, Ghana Commercial Bank, halted financial support, leaving the refinery without the operating funds needed to purchase crude oil; as a result, it ceased operations entirely in 2017. In fact, before the final shutdown, the plant had experienced multiple unplanned halts due to frequent financial and supply problems. 　　The company stated that with the gradual commissioning of new furnaces and air coolers, the refinery’s capacity is expected to increase to 60,000 barrels per day in the medium term. This is of great significance to Ghana, which has long relied on imports to meet its domestic fuel needs. Data shows that Ghana’s average daily import volume of refined oil in 2025 will be around 165,000 barrels. The restart of the Tema refinery and future capacity expansions will help enhance the stability of the country’s fuel supply and gradually reduce its reliance on imports.
