To achieve the annual goals, the Work Plan proposes five action items. First, adhere to the integration of science and industry to enhance the level of industrial innovation. Focus on developing key core technologies to create a hub for original industrial technologies, one that emphasizes the supply of a wide range of new chemical materials and fine chemicals, as well as the development of innovative solutions for key common technologies. Targeting the needs of key sectors such as national defense and military industry, integrated circuits, new energy, and new materials, it supports breakthroughs in the research and development of high-end chemical products such as high-end polyolefins, high-performance fibers, special rubbers, high-performance membrane materials, and electronic chemicals. Second, strengthen policy regulation to optimize the structure of basic chemicals. Continuous efforts are being made to optimize and integrate production capacity, with the aim of reducing the coking capacity slated for withdrawal city by city and enterprise by enterprise. Advance the construction of major projects in a steady and orderly manner, promote the diversification of raw materials used in ethylene production facilities, and enhance the capacity to ensure a stable supply of raw materials. We will resolutely implement the requirements set by ** and the province regarding the management and regulation of industries with high costs and high emissions as well as those suffering from overcapacity, striving to resolve structural contradictions. Third, focus on transformation and improvement to enhance high-end supply capacity. First, launch the \"Three Products\" initiative in the fine chemicals industry to encourage the sector to increase product variety, improve quality, and build brands. Secondly, promote the transformation and upgrading of traditional sectors such as fertilizers, chlor-alkali products, and tires. Once again, deepen the digital transformation and smart upgrading of the chemical industry. Fourth, deepen the integration and strengthening of industrial chains to create a superior industrial ecosystem. In high-end fields such as chemical new energy, new chemical materials, high-end fine chemicals, biochemistry, and energy conservation and environmental protection, efforts should be accelerated to foster a number of industry leaders and enterprises that are specialized, innovative, and distinctive. Promote benchmarking and improvement in chemical industrial parks to enhance overall quality. Guide enterprises to actively engage in foreign investment and cooperation. Fifth, emphasize green and safety aspects to boost the quality and efficiency of industries. Conduct a thorough assessment of production units in chemical enterprises whose main equipment and facilities have reached the designed service life or have been in operation for more than 20 years, and accelerate their renovation. Carry out upgrades to key energy- and water-consuming equipment, as well as efforts to reduce solid waste at the source, treat it in an environmentally safe manner, and utilize it comprehensively. Implement a series of projects aimed at saving energy, reducing pollution, and cutting carbon emissions, and establish a number of chemical enterprises with \"super-high energy efficiency\" and \"zero-carbon\" characteristics.
